Message by the Prime Minister on Reformation Day
We, Slovenians, are who we are because of our language. Without the Slovenian language, there would be no Slovenians. Without it, there would be no Slovenia. We celebrate Reformation Day to remind ourselves that the standard Slovenian language is the foundation of our statehood. And we owe this, above all, to Primož Trubar, the Protestant priest from Rašica, who founded our language with the first Slovenian book, the Catechism (Katekizem), and the Abecedarium (Abecednik), which was dedicated »to all young and ordinary people«.

42nd meeting of the Government of the Republic of Slovenia by correspondence
At today’s meeting by correspondence, the Government adopted the amended Decree on the salaries and other earnings of public employees working abroad and the amended Decree on salaries and other remuneration of service members of the Slovenian Armed Forces deployed abroad. The Government also adopted the opinion opposing the proposal for a consultative referendum on amending the Personal Income Tax Act.

As the Prime Minister pointed out after visiting the worksite – the Krško NPP is undergoing an overhaul – the Krško NPP is the first nuclear power plant in Europe to complete a 10-year investment cycle on this scale, following the accident at the Fukushima nuclear power plant in Japan.

Prime Minister at the opening of Intra Lighting's new factory

The company, which is active in sixty-five countries worldwide, has moved from Mirna to its new premises in Šempeter pri Gorici. The construction of the new, sophisticated factory followed the policy for green transformation that is friendly both to the environment and the community.

At today's correspondence session, the Government adopted an opinion on the request for a reconsideration of the amendments to the Family Code and proposes that the National Assembly adopt the law in the reconsideration. Prime Minister Robert Golob’s response to the presentation of the European Commission Enlargement Report
The European Commission today published its annual report on the enlargement strategy and progress of candidate countries and potential candidate countries for membership of the European Union. In addition to the strategy, the so-called enlargement package summarises the annual progress of the six Western Balkans countries and Turkey and makes recommendations for the way forward. For Slovenia, the package is particularly important in the part concerning the granting of candidate status to Bosnia and Herzegovina, which Slovenia has been advocating since the European Council meeting last June. Today, the European Commission has made a recommendation on granting the candidate status to this country, which is expected to be decided by EU Member States in December.

Today’s discussion focused on the convergence of EU Member States’ positions on energy market reform. As Prime Minister Golob pointed out after the meeting, significant progress was made today in finding a common energy solution for Europe. Government adopts timely measures to prevent inflation growth
Inflation mitigation measures adopted by the Government led by Robert Golob are showing the first concrete results. The Government’s timely and decisive measures have helped to moderate inflation growth by 2.3% percentage points, according to the Office for Macroeconomic Analysis and Development. Without the Government's measures, September’s inflation would have been 12.3% instead of 10%.

Prime Minister Robert Golob visited the Maribor First Grammar School today. With students he discussed the energy crisis, the war in Ukraine, energy self-supply, renewable energy sources and investments in solar panels. At its meeting by correspondence, the Government again discussed the draft Implementation of the Republic of Slovenia Budget for 2023 and 2024 Act. As per the draft Act adopted on Wednesday, the Government restructured the article referring to the payment of the annual allowance for pensioners. The amounts of annual allowance will increase by EUR 5 as per 2021 in all grades.

At today's session, the government approved the budget for 2023-2024. The government aims to ensure stable public finances for the well-being of citizens and to maintain the normal functioning of the economy upon considering the uncertainty and unpredictability of the further development of the energy crisis. At today’s correspondence session, the Government decided that a funeral with military honours will be organised for the late actor, Radko Polič - Rac. At today's session, the Government started discussing proposed tax changes, adopted the proposed act on intervention measures in education for the 2022/2023 school year, increased economic aid to EUR 86 million due to high electricity and gas prices, and adopted the proposed act regulating anew paternity leave and parental protection. It also confirmed the assessment of damage to property and the reimbursement of intervention funds due to the consequences of this summer’s fires in the Karst region. The Government will also finance additional equipment for the societies that played a part in firefighting in the Karst.

The Government adopted the draft act on temporary measures to mitigate the consequences of price increases for the beneficiaries of child benefit. Based on this families with children, who are entitled to child benefit, will be receiving dearness allowance for three months. It also adopts the Autumn Economic Forecast, which shows moderation in economic growth. The government took note of the audit report on the feasibility of procuring 8x8 wheeled combat vehicles for the needs of the Slovenian army and decided that Slovenia will withdraw from the Boxer program.

10th regular government session: A lower VAT rate on certain types of energy products
At its regular session, the Government of the Republic of Slovenia adopted a draft act on a lower rate of value added tax on certain types of energy products. By temporarily reducing the VAT rate from 22% to 9.5%, the Government is addressing the impact of energy price increases during the peak energy consumption period, i.e. the heating season. The Government also took note of the partial report on the fire intervention in the Goriška Karst region and instructed the Ministry of Defence to prepare, by the end of August, a legal solution to enable the payment of a special award to volunteers participating in the system of protection, rescue and assistance in the event of large-scale disaster interventions. The Government will also launch a procedure to assess the damage caused by the Karst fire and the possibility of acquiring financial assistance from the EU Solidarity Fund.

9th regular government session
At the 9th regular session, the Government issued its Decree Determining the Prices of Natural Gas and adopted a further decision regarding risk preparedness in the event of disruptions in the supply of power and natural gas, taking note of the information concerning the problem of the supply of drinking water to the population of Slovenian Istria. It also discussed the general baselines for the preparation of budget documents for the following two years. These will allow the line ministries to draft the financial plans that will form the basis for future coordination and the Government’s priorities in the next two years.

The Government also adopted a report on the implementation of the Strategy for the Development of Non-Governmental Organisations and Volunteering until 2023 for the period from 2018 to the end of 2020. The Government included in the current Plan of Development Programmes of the Republic of Slovenia 2022-2025 the purchase of business premises for the needs of the judicial authorities in Novo Mesto in the total amount of EUR 855,545.

Government to adjust financial resources for Recovery and Resilience Plan due to reduced non-repayable financial support
Based on today's technical adjustment, Slovenia will receive approximately EUR 1.5 billion for the measures envisaged in the Recovery and Resilience Plan. This is EUR 286 million less non-repayable financial support than predicted by the previous Government, which is a new fact that Robert Golob's Government will need to address. The shortfall in non-repayable financial support will have to be promptly dealt with by changing the financial resources envisaged in the Recovery and Resilience Plan.

After a meeting with non-governmental organisations, Slovenian Prime Minister Robert Golob pointed out that today’s meeting was the first step towards fruitful cooperation with civil society and emphasised that government structures actually need an active civil society, because non-governmental organisations work in the field and are in contact with people, which means that they not only are aware of the challenges and problems but can also address and resolve them quickly, avoiding long-lasting procedures.
