We, Slovenians, are who we are because of our language. Without the Slovenian language, there would be no Slovenians. Without it, there would be no Slovenia. We celebrate Reformation Day to remind ourselves that the standard Slovenian language is the foundation of our statehood. And we owe this, above all, to Primož Trubar, the Protestant priest from Rašica, who founded our language with the first Slovenian book, the Catechism (Katekizem), and the Abecedarium (Abecednik), which was dedicated »to all young and ordinary people«.

At today’s meeting by correspondence, the Government adopted the amended Decree on the salaries and other earnings of public employees working abroad and the amended Decree on salaries and other remuneration of service members of the Slovenian Armed Forces deployed abroad. The Government also adopted the opinion opposing the proposal for a consultative referendum on amending the Personal Income Tax Act.

Prime Minister Robert Golob today visited the Krško Nuclear Power Plant (NPP), the country's largest power plant. As the Prime Minister pointed out after visiting the worksite – the Krško NPP is undergoing an overhaul – the Krško NPP is the first nuclear power plant in Europe to complete a 10-year investment cycle on this scale, following the accident at the Fukushima nuclear power plant in Japan.

In today’s session, the Government adopted the draft Act defining urgent measures to increase the income of pensioners and limit the rise in social security costs, and amended the Decree determining the price of natural gas from the system. Prime Minister Robert Golob met today with the President of the People's National Assembly of the People's Democratic Republic of Algeria, Ibrahim Boughali, who is on an official visit to Slovenia. The meeting focused on energy cooperation and the establishment of strategic cooperation between the two countries, which share a historical friendship.

Today, the Prime Minister, Dr Robert Golob, held a consultation with the representatives of coalition and opposition parties and the leaders of deputy groups regarding possible amendments to the electoral legislation and other constitutional amendments for which suitable political will exists during this term of office. It was determined that the five parties could agree on certain issues.

Prime Minister Robert Golob attended the European Council meeting held in Brussels on 20 and 21 October.

At today's correspondence session the Government adopted the draft Prevention Of Money Laundering and Terrorist Financing Act, and agreed with the proposed amendments to the draft Slovenian Sovereign Holding Company Act. It also adopted amendments to the Act governing the foundation of Slovenski državni gozdovi d.o.o. (SiDG).

The Government was briefed on points of departure for the preparation of intervention measures to limit the rise in retirement home fees, and the early pension increase. It also laid down the draft text of the Whistleblower Protection Act, and was briefed on the report on the implementation of the Recovery and Resilience Plan.

More than EUR 1 million in incentives to the economy for nearly zero-energy buildings

Prime Minister Robert Golob addressed attendants at the official opening of Intra Lighting's new factory today, 14 October 2022. The company, which is active in sixty-five countries worldwide, has moved from Mirna to its new premises in Šempeter pri Gorici. The construction of the new, sophisticated factory followed the policy for green transformation that is friendly both to the environment and the community.

At today's correspondence session, the Government adopted an opinion on the request for a reconsideration of the amendments to the Family Code and proposes that the National Assembly adopt the law in the reconsideration. It also concluded that the proposer's request to suspend two articles of the Decree amending the Decree on Packaging and Packaging Waste Handling is unfounded.

At today’s meeting by correspondence, the Government of the Republic of Slovenia adopted the amended Organisation and Financing of Education Act and the amended Public Sector Salary System Act.

At today’s meeting, the Government adopted a proposal for the Act on Healthcare Emergency Measures to Contain the Spread of the Covid-19 Communicable Disease and Mitigate its Consequences, and issued a Decree on the criteria for determining and assessing the number of households in energy poverty. The Government also took note of the proposal for the Agreement on measures relating to salaries and other labour costs in the public sector for 2022 and 2023.

Prime Minister Robert Golob today attended, as a guest of honour, the 26th meeting of businessmen from the Primorska region, which was hosted by the Chamber of Commerce and Industry of Primorska at the Vila Vipolže venue in Dobrovo.

The European Commission today published its annual report on the enlargement strategy and progress of candidate countries and potential candidate countries for membership of the European Union. In addition to the strategy, the so-called enlargement package summarises the annual progress of the six Western Balkans countries and Turkey and makes recommendations for the way forward. For Slovenia, the package is particularly important in the part concerning the granting of candidate status to Bosnia and Herzegovina, which Slovenia has been advocating since the European Council meeting last June. Today, the European Commission has made a recommendation on granting the candidate status to this country, which is expected to be decided by EU Member States in December.

The Government included the renovation of a section of the Ljubljana - Šiška Retirement Home into the applicable Plan of Development Programmes for the 2022–2025 period.

Prime Minister Robert Golob today outlined the budget proposal in the National Assembly of the Republic of Slovenia. As a preliminary point, he highlighted the historic moment at which the Government proposed its draft budgets for the next two years. The situation is uncertain due to the COVID and energy crises, the Russian aggression against Ukraine and China's cooling economy: "We can speak of a general economic crisis across Europe."

Today’s discussion focused on the convergence of EU Member States’ positions on energy market reform. As Prime Minister Golob pointed out after the meeting, significant progress was made today in finding a common energy solution for Europe. The starting point for the discussion was the European Commission’s latest proposal, which, according to the Prime Minister, was "a big step in the right direction", as it also contained the conclusions of yesterday’s round table on climate change, energy and environmental challenges, which was chaired by Dr Robert Golob together with his Icelandic counterpart.

Prime Minister Robert Golob is today attending the first European Political Community Summit and tomorrow, 7 October, will attend an informal meeting of EU heads of state or government.

When starting our term, we promised the citizens a different way of ruling that is based on the observance of the rule of law and constructive cooperation with everyone who can contribute to the stability of the situation and the welfare of the people. Political games and hindrances used by the opposition after its electoral defeat are not part of our policy or values.

Inflation mitigation measures adopted by the Government led by Robert Golob are showing the first concrete results. The Government’s timely and decisive measures have helped to moderate inflation growth by 2.3% percentage points, according to the Office for Macroeconomic Analysis and Development. Without the Government's measures, September’s inflation would have been 12.3% instead of 10%.

Today, on Thursday, 6 October 2022, the ministers of defence, the interior, health and infrastructure signed an updated plan for activation and use of state aircraft for emergency tasks of protection, rescue and assistance.

Prime Minister Robert Golob visited the Maribor First Grammar School today. With students he discussed the energy crisis, the war in Ukraine, energy self-supply, renewable energy sources and investments in solar panels. The discussion, for which the students were well prepared, took place in a relaxed atmosphere. After a pleasant conversation with the students, the Prime Minister signed the memorial book in the school library. He encouraged the students, "Trust in yourself and in your virtues. Then only the sky will be your limit."

The Prime Minister, Dr Robert Golob, today addressed the participants of the For a Better Future for Children consultation at the National Assembly of the Republic of Slovenia. At the consultation, various stakeholders, from NGOs to deputies and representatives of ministries, discussed solutions to improve the situation of children with special needs and children living in poverty and threatened by violence.

At its meeting by correspondence, the Government again discussed the draft Implementation of the Republic of Slovenia Budget for 2023 and 2024 Act. As per the draft Act adopted on Wednesday, the Government restructured the article referring to the payment of the annual allowance for pensioners. The amounts of annual allowance will increase by EUR 5 as per 2021 in all grades.

The Slovenian Prime Minister, Robert Golob, today received the European Commissioner for Cohesion and Reforms, Elisa Ferreira. Prime Minister Golob and Commissioner Ferreira exchanged views on the current situation in the European Union and agreed on the importance of European cohesion policy in addressing the current economic, social and environmental challenges in Europe.

At today's session, the government approved the budget for 2023-2024. The government aims to ensure stable public finances for the well-being of citizens and to maintain the normal functioning of the economy upon considering the uncertainty and unpredictability of the further development of the energy crisis. Moreover, it has adopted the draft amendment to the Slovenian Sovereign Holding Act, the 2023-2027 Common Agricultural Policy strategic plan for Slovenia and the European Cohesion Policy 2021-2027.

At today's government committees, the government included two new projects in the 2022-2025 Development Programme Plan as in force, and reallocated funds in the state budget for 2022.

At today’s meeting by correspondence, the Government of the Republic of Slovenia approved the proposed amendments to five tax acts: the Personal Income Tax Act, the Excise Duty Act, the Tax Procedure Act, the Financial Administration Act and the Fiscal Validation of Receipts Act. The Government also stated its position on amendments to this year’s revised state budget.

At today’s correspondence session, the Government decided that a funeral with military honours will be organised for the late actor, Radko Polič - Rac. It also adopted a position regarding the Fiscal Council’s assessment of the compliance of this year’s draft revised budget and the proposed amendments to the Ordinance on the framework for the preparation of the general government budget for the 2022–2024 period with fiscal rules.

At today's session, the Government started discussing proposed tax changes, adopted the proposed act on intervention measures in education for the 2022/2023 school year, increased economic aid to EUR 86 million due to high electricity and gas prices, and adopted the proposed act regulating anew paternity leave and parental protection. It also confirmed the assessment of damage to property and the reimbursement of intervention funds due to the consequences of this summer’s fires in the Karst region. The Government will also finance additional equipment for the societies that played a part in firefighting in the Karst.

At today's meeting, the Government again discussed the budgets for 2023 and 2024, following the Office for Macroeconomic Analysis and Development's autumn forecast.

At today's meeting of the Government Committee on State Organisation and Public Affairs, the Government of the Republic of Slovenia adopted the text of the amendments to the proposed Act Amending the Enforcement of Criminal Sanctions Act (ZIKS-1H) submitted to the National Assembly of the Republic of Slovenia by a group deputies headed by Danijel Krivec and forwarded the amendments to the National Assembly.

In his conversation with the German Chancellor Olaf Scholz, Prime Minister Robert Golob continued the bilateral dialogue, initiated during his visit to Berlin on July 12.

The Prime Minister of the Republic of Slovenia, Robert Golob, today hosted the first coalition summit, which brought together deputies from the parties of the government coalition and ministers of the Government of the Republic of Slovenia.

The Government adopted the draft act on temporary measures to mitigate the consequences of price increases for the beneficiaries of child benefit. Based on this families with children, who are entitled to child benefit, will be receiving dearness allowance for three months. It also adopts the Autumn Economic Forecast, which shows moderation in economic growth. The government took note of the audit report on the feasibility of procuring 8x8 wheeled combat vehicles for the needs of the Slovenian army and decided that Slovenia will withdraw from the Boxer program.

Message by Prime Minister Robert Golob on the Day of Return of Primorska to the Motherland.

Prime Minister Robert Golob and Minister of Infrastructure Bojan Kumar today visited Gomilsko and Velenje, where they held talks with representatives of energy companies on ensuring energy independence in the long term and responding to the current energy crisis.

By signing the book of condolences, Prime Minister Robert Golob paid his respects to the memory of Her Majesty Queen Elizabeth II.

Upon the entry into office of government, the circumstances at home and abroad indicated that it would be illusory to expect a hundred days of peace. We greeted the victory at elections prepared: our priorities were clear; therefore, we rolled up our sleeves without a moment’s delay. We are realising our goals announced before the elections on a daily basis: strengthening the welfare state, public health, providing assistance to the population and the economy in the uncertain times of the energy and food crisis. Care for the individual is at the forefront of all our decisions.

At today’s regular session, the Government of the Republic of Slovenia confirmed the draft revised national budget for this year. It also adopted the amendments to the Notariat Act, the Enforcement of Criminal Sanctions Act and the Attorneys Act, and became acquainted with the analysis of legal bases used in minor offence proceedings against individuals due to the violation of COVID-19 measures.

Prime Minister, Dr Robert Golob, is continuing his meetings with businesspeople. At the head office of the company, Iskra Mehanizmi, he and the ministerial team met with the largest suppliers of the Slovenian automotive industry combined in the GREMO Mission (GREen MObility).

Minister of Foreign Affairs Tanja Fajon participated in the informal meeting of EU foreign affairs ministers (Gymnich) in Prague which focused mainly on the proposal to suspend EU visas for Russian citizens in response to the Russia’s aggression on Ukraine. The foreign ministers supported the full suspension of the agreement between the EU and the Russian Federation on the facilitation of visa procedures for Russian citizens.

On the margins of the 17th Bled Strategic Forum, which takes place on 29 and 30 August 2022, Prime Minister Robert Golob hosted a working lunch with President of the European Commission Ursula von der Leyen, who is also the keynote speaker of this year's Forum.

Prime Minister Robert Golob met with the Prime Minister of the Republic of Croatia, Andrej Plenković, on the margins of the Bled Strategic Forum. This was their first bilateral meeting.

At its today's meeting, the Government of the Republic of Slovenia adopted the Proposed Act Governing Aid to Businesses Hit by High Increases in Electricity and Natural Gas Prices. They discussed the proposed Act Governing Temporary Measures to Remedy the Consequences of Price Increases for the Most Vulnerable Groups of the Population and approved the measures covered by the Act, which, however, will be finally adopted at tomorrow's correspondence meeting. The Government today also agreed the Proposed Amendment to the Protection against Natural and Other Disasters Act.

Below is the message by Prime Minister Dr Robert Golob on the Day of the Unification of Prekmurje Slovenes with the Mother Nation.

Accompanied by the Minister of Agriculture, Forestry and Food Irena Šinko and the Minister of Public Administration Sanja Ajanović Hovnik, Prime Minister Robert Golob has paid a second working visit in Slovenia. Ahead of the Day of the Reunification of Prekmurje Slovenians with the Homeland, he visited Pomurje – the region of growth and opportunities. The region is distinguished by its strategic position at the crossroads of European road links, access to geothermal energy, investment potential and a rich natural and cultural heritage.

Prime Minister Rober Golob visited the Slovenian National Theatre (SNG) Drama Ljubljana in the company of the Minister of Culture, Asta Vrečko. They discussed the building renovation project and the activities needed to implement it with the theatre's director, Vesna Jurca Tadel.

Prime Minister Robert Golob continues his discussions with the civil society. In order to enhance an intergenerational solidarity based on social integration between generations and the exchange of different types of support, he met with the representatives of the youth and the elderly for the first time.

At its regular session, the Government of the Republic of Slovenia adopted a draft act on a lower rate of value added tax on certain types of energy products. By temporarily reducing the VAT rate from 22% to 9.5%, the Government is addressing the impact of energy price increases during the peak energy consumption period, i.e. the heating season. The Government also took note of the partial report on the fire intervention in the Goriška Karst region and instructed the Ministry of Defence to prepare, by the end of August, a legal solution to enable the payment of a special award to volunteers participating in the system of protection, rescue and assistance in the event of large-scale disaster interventions. The Government will also launch a procedure to assess the damage caused by the Karst fire and the possibility of acquiring financial assistance from the EU Solidarity Fund.

On Sunday 24 July 2022, Prime Minister Robert Golob visited the area affected by the fire in the Karst region for the third time. He was briefed on the current situation and met the mayors of the affected municipalities.

At the 9th regular session, the Government issued its Decree Determining the Prices of Natural Gas and adopted a further decision regarding risk preparedness in the event of disruptions in the supply of power and natural gas, taking note of the information concerning the problem of the supply of drinking water to the population of Slovenian Istria. It also discussed the general baselines for the preparation of budget documents for the following two years. These will allow the line ministries to draft the financial plans that will form the basis for future coordination and the Government’s priorities in the next two years.

Prime Minister Robert Golob visited a fire site in the Goriška Karst region and the Regional Civil Protection Headquarters to check on the situation faced by local residents, firefighters, civil protection service members and others battling the large-scale fire.

To strengthen cooperation and provide comprehensive solutions to deal with inflation and ensure Slovenia's energy security, Prime Minister Robert Golob invited the presidents and leaders of the parliamentary groups, economists and representatives of energy companies to a special meeting.

Prime Minister Robert Golob met today with the President of the Republic of Hungary, Katalin Novak, who is on an official visit to Slovenia. The talks focused on deepening relations between the two countries, the global challenges of energy and food security, Ukraine's European perspective, and EU enlargement to the Western Balkans.

On Thursday, the Government of the Republic of Slovenia took note of the 3rd Annual Rule of Law Report of the European Commission and adopted the first measures to mitigate the impact of electricity costs.

On Thursday, the National Assembly ratified the NATO accession protocols for Sweden and Finland. Before the vote, MPs were addressed by Prime Minister Robert Golob, who recalled the historic nature of the moment and the right of nations to decide on their own security and defence.

Prime Minister Robert Golob met with German Chancellor Olaf Scholz in Berlin. One of the key topics addressed in their talks was the energy crisis related to the war in Ukraine and the resulting need to ensure energy security.

Prime Minister Robert Golob and his team of ministers gathered in the national assembly to listen to President Volodymyr Zelensky's address as a sign of their support for and solidarity with the Ukrainian people.

At today’s session of the Government Committee for State Organisation and Public Affairs, the Government became acquainted with the joint report on volunteering in the Republic of Slovenia for 2020. The Government also adopted a report on the implementation of the Strategy for the Development of Non-Governmental Organisations and Volunteering until 2023 for the period from 2018 to the end of 2020. The Government included in the current Plan of Development Programmes of the Republic of Slovenia 2022-2025 the purchase of business premises for the needs of the judicial authorities in Novo Mesto in the total amount of EUR 855,545.

Vojko Volk, State Secretary for International Affairs at the Office of the Prime Minister, attended, together with President of Kosovo Vjosa Osmani-Sadriuhe, a round table on the future of the Western Balkans, held under the auspices of the Centre for European Future and the Bled Strategic Forum.

At today's session, the government decided to spend over EUR 22 million to support farmers until the autumn sowing, and to purchase this year's entire wheat harvest. It also adopted a draft amendment to the Radiotelevizija Slovenija Act and guidance regarding the preparation of budget documents.

After the three-day meeting of the NATO heads of state and government, the Slovenian Prime Minister Robert Golob stressed that the plans to increase defence expenditure were not due to political pressure, but to the global situation, which has radically deteriorated since the previous summit of the alliance.

Today, Prime Minister Robert Golob was a guest in a live broadcast of BBC World News. He spoke about the agreements made at the NATO Summit, the enlargement of the alliance, the (in)stability of the Western Balkans, the European idea, and the challenges related to and cooperation with China.

Based on today's technical adjustment, Slovenia will receive approximately EUR 1.5 billion for the measures envisaged in the Recovery and Resilience Plan. This is EUR 286 million less non-repayable financial support than predicted by the previous Government, which is a new fact that Robert Golob's Government will need to address. The shortfall in non-repayable financial support will have to be promptly dealt with by changing the financial resources envisaged in the Recovery and Resilience Plan.

Prime Minister Robert Golob is attending the NATO Summit in Madrid, where the NATO Heads of State and Government will discuss the most pressing security issues with the key partners and approve a new strategic concept of the Alliance for the next decade and beyond with the aim of ensuring that NATO continues to implement its most important mission and responsibility – to ensure the collective defence of the Alliance's members and the security of one billion people.

With today’s agreement by environment ministers on the Fit for 55 legislative package, Slovenia will become a beneficiary of the Modernisation Fund, an EU instrument to support green recovery in Europe. Negotiations with the European Parliament will follow, led by the incoming Czech Presidency of the Council of the EU.

At today’s correspondence session, the Government adopted initiatives to conclude the Protocols to the North Atlantic Treaty on the Accession of Kingdom of Sweden and Republic of Finland and sent them for approval to the Foreign Policy Committee of the National Assembly of the Republic of Slovenia.

After a meeting with non-governmental organisations, Slovenian Prime Minister Robert Golob pointed out that today’s meeting was the first step towards fruitful cooperation with civil society and emphasised that government structures actually need an active civil society, because non-governmental organisations work in the field and are in contact with people, which means that they not only are aware of the challenges and problems but can also address and resolve them quickly, avoiding long-lasting procedures.

Following the meeting of the leaders of the EU Member States and the Western Balkans and ahead of the meeting of the European Council, Slovenian Prime Minister Robert Golob stressed that both Slovenia and Austria are committed to granting candidate status to Bosnia and Herzegovina as quickly as today and without any additional conditions.

Prime Minister Robert Golob today attended a joint meeting of the National Assembly’s Committee on Foreign Policy and EU Affairs to present his views for the upcoming meeting of the European Council.

On the second day of his visit, Prime Minister Robert Golob met with the President of the European Council, Charles Michel, and the two interlocutors paid most attention to the war in Ukraine and to the Western Balkans.

On the first day of his working visit to Brussels, Prime Minister Dr Robert Golob met European Commission President, Ursula von der Leyen. Their talks focused on current European topics that will be on the agenda at the June European Council meeting.

At today’s press conference following the Government session, Prime Minister Robert Golob outlined the first step in a strategy to tackle soaring food and energy costs. The Government discussed measures relating to oil and petroleum products.

At today’s session of the Government Committee for State Organisation and Public Affairs, the Government of the Republic of Slovenia opened a new budget item with the budget user, the Financial Administration of the Republic of Slovenia, for the payment of redeemed digital vouchers, to which funds in the amount of EUR 28.8 million will be transferred from the financial plan of the Government Office for Digital Transformation.

Today, the Prime Minister of the Republic of Slovenia, Robert Golob, paid a working visit to Maribor with the Minister of Digital Transformation, Emilija Stojmenova Duh, and the Minister for Agriculture, Forestry and Food, Irena Šinko.

The Government supports the work of the Fiscal Council as the independent and autonomous body overseeing the country’s public finance policy. At the recent meeting with the leadership of the Fiscal Council, Prime Minister Dr Robert Golob expressed his interest in constructive future cooperation and dialogue about the important questions of fiscal stability.

The Government has decided to draft an expert analysis of the legal bases that were used in minor offence proceedings against individuals due to violations of measures against the SARS-CoV-2 viral disease by the end of August.

The Prime Minister’s Working Group on Mitigation of High Energy and Food Prices today held its first meeting and started drafting preliminary proposals and measures. The working group is headed by the Prime Minister and includes the ministers of the economy, infrastructure, agriculture, labour and finance.

On behalf of Prime Minister Robert Golob, the State Secretary for Foreign Policy in the Prime Minister’s Office, Vojko Volk, today met with the Second Deputy Chair of the Verkhovna Rada of Ukraine, Olena Kondratiuk. The main topic of the discussion was the situation in Ukraine, in particular its desire to become a candidate country for EU membership as soon as possible.

The Government of the Republic of Slovenia under the leadership of Robert Golob met at their inaugural sessions today and adopted multiple decisions.
