At today’s meeting by correspondence, the Government of the Republic of Slovenia adopted the amended Organisation and Financing of Education Act and the amended Public Sector Salary System Act.

Proposed amendments to the Organisation and Financing of Education Act

The Government of the Republic of Slovenia determined the text of the proposed amendments to the Organisation and Financing of Education Act to be submitted for discussion to the National Assembly of the Republic of Slovenia as per urgent procedure.

The proposed Act will implement the Government’s commitment from the Arrangement for completing item V of the Agreement between the Government of the Republic of Slovenia and the Education, Science and Culture Trade Union of Slovenia. The realisation of this Arrangement is also part of the commitments from the initialled Agreement regulating measures relating to salaries and other labour costs in the public sector for 2022 and 2023.

The main objective is to supplement the career development of expert workers in education and enable their further career development with the introduction of a fourth title – senior counsellor. This introduces an additional motivation in the career development of expert workers. The period of career advancement is thus also extended, enabling the expansion and deepening of knowledge and the transfer of such acquired knowledge into a group or a classroom within education institutions.

The Government adopted the amended Public Sector Salary System Act

The Government of the Republic of Slovenia defined the text of the proposed Act Amending the Public Sector Salary System Act to be submitted for discussion to the National Assembly of the Republic of Slovenia as per urgent procedure.

The proposed Act Amending the Public Sector Salary System Act (ZSPJS) consists of the amendments that denote a realisation of the agreement signed between the Government of the Republic of Slovenia and the representative public sector unions, in which it was agreed to enforce certain measures relating to salaries and other labour costs.

The Agreement regulating measures relating to salaries and other labour costs in the public sector for 2022 and 2023 between the Government of the Republic of Slovenia and the representative public sector unions was initialled on 29 September 2022 and signed on 13 October 2022. In addition to other commitments, the Agreement also determines the harmonisation of the values ​​of the salary scale’s grades. It was determined that the harmonisation of the values ​​of the salary scale’s grades from Appendix 1 of the Public Sector Salary System Act (ZSPJS) amounts to 4.5 per cent and is implemented on 1 October 2022.

As per the foregoing, the Act must come into force no later than on 1 November 2022, as the salaries must be paid out in accordance with the newest salary scale in November 2022, i.e. salaries for October 2022. The enforcement of the Act at a later date could result in an impermissible retroactive effect and non-realisation of this point of the Agreement. The adoption of the Act is thus urgent to prevent consequences that would be difficult to repair for the functioning of the state, as the resolution of the public sector unions’ demands would be otherwise significantly aggravated. Nevertheless, these must be resolved as soon as possible to prevent the already announced wave of protests in the public sector. By means of the proposed Act, measures are being adopted that will mitigate the consequences and impact of high prices on the disposable income of public sector employees.

Based on the foregoing, the Government of the Republic of Slovenia proposes that the National Assembly of the Republic of Slovenia discusses the proposed Act Amending the Public Sector Salary System Act in accordance with the urgent procedure.
