In line with the REPowerEU plan to reduce dependence on Russian fossil fuels and accelerate the green transition, a new REPowerEU chapter was incorporated in the Recovery and Resilience Plan (RRP).

The measures in the new chapter complement the existing RRP measures, specifically with regard to energy efficiency, renewable energy sources and sustainable mobility. The REPowerEU chapter's objective is to become energy independent from Russian fossil fuels while accelerating the green transition by increasing the use of renewable energy sources (RES) in gross total final consumption, improving energy efficiency, accelerating the transition to zero-emission transport and reducing greenhouse gas emissions.

To achieve this objective, additional legislative changes regarding RES are essential to further contribute to improving the placement of installations for the generation of energy from RES and to investments to increase the share of RES in energy production and total final consumption for the transition to a climate-neutral society. In alternative fuels infrastructure, further upgrading of the legislation planned under the reform of the C1 K4 component "Sustainable Mobility" is needed to put in place a system of funding and incentive allocation to accelerate zero-emission transport.

In the context of the REPowerEU chapter, measures totalling EUR 122 million are planned, of which EUR 117 million is available from the EU Emissions Trading Scheme's Market Stability Reserve and an additional EUR 5 million from the European fund to help Member States cope with the negative consequences of Brexit.

Upgrading the reform promoting renewable energy sources in Slovenia

The upgrading of the reform promoting RES in Slovenia is a significant upgrade of the Reform promoting renewable energy sources in Slovenia (C1K1), which provides for the regulation of RES usage at the national and local levels (municipalities) and the setting of a binding target for the share of energy from renewable sources in Slovenia's gross total final consumption.

Under the REPowerEU chapter, the reform will expand the scope of application by adopting a new legal basis, i.e. the Act on the siting of installations for generation of electricity from renewable energy sources.

Upgrading the energy efficient restructuring of district heating systems with the use of RES – investment

The investment will give priority to projects that implement new, innovative technologies and technological solutions in the restructuring of district heating systems, based on the criteria set out in the call for proposals. In addition, the call for proposals will include a condition of eligibility that the use of biomass (including imported biomass) must comply with Directive 2012/27/EU and Directive (EU) 2018/2001.

Strengthening the medium-voltage electricity distribution network – investment

The investment in strengthening the medium-voltage electricity distribution network is complementary to the C1K1 measure, which supports investments by electricity distribution companies in the construction of new transformer substations and a low-voltage network. In addition to reinforcing the low-voltage electricity distribution network, investments are also required in the medium-voltage electricity distribution network as a necessary response to all the challenges posed by decarbonisation, dispersed sources of energy production and electro-mobility, or the use of electricity as the main energy source in transport and heating.

The investment will provide 279 kilometres of new or upgraded medium-voltage network.

Energy efficiency and decarbonisation of the economy – investment

The private sector must be encouraged to accelerate decarbonisation and the deployment of new low-carbon and energy-efficient technologies that are otherwise harder to afford and access. This also reduces energy consumption, which is important to remain competitive at a time of rising energy prices.

The investment therefore aims to support efficient energy use and decarbonisation projects, complying with the "energy efficiency first" principle. The key objective is to reduce energy consumption and also decarbonise the economy through the diversification of energy sources, the electrification of production processes and thus reduction of dependence on fossil fuels, and the reduction of greenhouse gas emissions and the promotion of the use of RES in industry, all by co-funding investments by businesses in new technologies and through other investments.

The investment foresees the promotion of mobility with zero-emission vehicles and the establishment of charging/re-fuelling infrastructure (for the recharging of vehicles or hydrogen refuelling), where these needs are already expressed today or where Slovenia aims to accelerate the development of the market for alternative fuels in transport (e.g. public passenger transport).
