Government does not support amendments to the Act on Financing Healthcare Investments

The Government has adopted an Opinion on the Proposal for an Act Amending the Act on the Provision of Financial Resources for Investments in Slovenian Healthcare in the Period 2021–2031, submitted to the National Assembly by a group of deputies (with Borut Sajovic, MSc, and Asta Vrečko, PhD, as the first signatories).

The Government does not support the proposed Act, as it considers that the planned increase in additional annual financial obligations is not sufficiently clearly linked to the readiness of investment projects, their planned implementation schedules and medium-term public finance planning, and therefore does not ensure more effective implementation of healthcare investments. In addition to secured funding, the successful implementation of projects also critically depends on their adequate preparation, including the necessary documentation, permits, clearly defined responsibilities for project management and public procurement procedures.

The Government nevertheless supports investment in public healthcare infrastructure, modern medical equipment and the education and training of healthcare professionals. These are essential prerequisites for accessible, high-quality and safe healthcare, as well as better working conditions for employees. However, statutory financial obligations must be linked to feasible investment plans, actual project implementation schedules and the capacity of the state budget.

The Government considers that the Proposal for an Act on the Provision of Financial Resources for Investments in Slovenian Healthcare (ZZSISZ-1) and the Proposal for an Act Amending the Act on Investments in Public Healthcare Institutions Founded by the Republic of Slovenia, which the Government submitted to the National Assembly on 23 October 2026, offer more appropriate solutions and greater benefits for Slovenia's public healthcare system.

These proposals provide a more comprehensive and long-term framework for financing investments in public healthcare until 2036. ZZSISZ-1 allocates funds for both university medical centres, other hospitals and maternity hospitals, primary healthcare services, national public health institutions, and educational and research institutions in the healthcare sector. It also explicitly enables investment in digital infrastructure, the interoperability of information systems, the exchange of health data, and information and cybersecurity.

It also more clearly delineates the roles of investors and maintains the application of public procurement rules. Furthermore, it links financing to actual needs and project feasibility, enabling responsible multiannual planning, the timely provision of funds for project implementation and more accountable use of public funds.
