At today's session, the Government adopted the Draft Resolution on the National Programme for the Prevention of Domestic Violence and Violence against Women and amended the Articles of Association of the Slovenian Sovereign Holding.

The Draft Resolution on the National Programme for the Prevention of Domestic Violence and Violence against Women 2024–2029

The Draft Resolution on the National Programme for the Prevention of Domestic Violence and Violence against Women 2024–2029 is a strategic document setting out the objectives, measures and key policy actors for the prevention and reduction of cases of domestic violence and violence against women. It is the first to address both domestic violence and violence against women together. Its main aim is to identify the key areas where shortcomings and weaknesses have been identified and where change is needed, and to set out the objectives and measures to bring about improvements.

Key objectives:

  • To strengthen and improve the quality of programmes to combat domestic violence and violence against women;
  • To improve the treatment, status and protection of victims of such violence;
  • To further improve the expertise of the staff dealing with the issue of domestic violence and violence against women;
  • To increase social awareness and zero-tolerance attitude towards domestic violence and violence against women;
  • To improve legislation on the prevention of domestic violence and violence against women;
  • To improve monitoring mechanisms for domestic violence and violence against women;
  • To improve the organisation of the field, the participation of stakeholders and the sustainability of the system.

These objectives are in line with the basic European guidelines on preventing and combating domestic violence and violence against women.

Amendment to Slovenian Sovereign Holding's Articles of Association

The Government amended the Articles of Association of the Slovenian Sovereign Holding (SSH) to allow the use of SSH's distributable profit to finance reconstruction and development measures. In addition, a decision was taken to conclude a contract with the SSH on the payment of costs for the management of capital investments owned by the Republic of Slovenia for 2024.

The main reason for amending SSH's Articles of Association is related to the Reconstruction, Development and Provision of Financial Resources Act, which was adopted after the devastating floods in August last year. The amendment to the Articles of Association will allow SSH's distributable profits for the fiscal years 2024 to 2028 to be used to finance reconstruction and development measures, with the funds being transferred to the Budget Fund. Furthermore, the amendment also requires SSH's Supervisory Board to give its consent to the draft criteria for assessing SSH's performance and to decide on other transactions provided for by the Act (e.g. transactions with related parties). Substantive changes to the criteria and changes to certain documents and legal transactions will also require the approval of the Supervisory Board.
