Railways and Cableways Division

The Railways and Cableways Division is responsible for professional, regulatory, administrative and development activities in the fields of rail transport, railway infrastructure safety and cableway installations designed to transport persons. We are responsible for preparing and monitoring the implementation of legislation governing the railway and cableway sectors and for ensuring its alignment with the legal framework of the European Union. We also help develop and represent the Republic of Slovenia's positions in the institutions of the European Union, as well as in international organisations and expert committees dealing with rail and cableway transport.

In the field of rail transport, we promote the safe, efficient and interoperable operation of the railway system and create conditions for the smooth functioning of both domestic and international passenger and freight rail services. We participate in the preparation and implementation of transport development policies and strategic projects, including the development of the Trans-European Transport Network (TEN-T), rail freight corridors, the implementation of the EU Strategy for the Danube Region (EUSDR), and other international initiatives. We also monitor projects co-financed through the Connecting Europe Facility (CEF) and other European financial instruments, ensuring the effective absorption of EU funding.

A significant part of our work focuses on the planning and development of railway infrastructure. We lead and coordinate the preparation of national spatial plans for railway infrastructure projects, facilitate coordination with spatial planning authorities, local communities and other stakeholders, oversee the preparation of technical studies and supporting documentation, and monitor the implementation of infrastructure projects.

We are responsible for tasks relating to railway safety, ensure the operation and financing of the Public Agency of the Republic of Slovenia for Railway Transport, and oversee its activities. In addition, we participate in the preparation and assessment of investment documentation and administer financial support schemes aimed at promoting rail freight transport.

In the field of cableway installations, we prepare legislation and monitor its implementation, issue operating permits for cableway installations and ski slopes, prepare concession acts for the construction of cableway installations, authorise technical inspection bodies and operations managers, and maintain the statutory registers. We also administer financial support schemes for the operation and maintenance of cableway installations designed to transport persons in accordance with the applicable European Union State aid rules and other funding mechanisms.
