The Health Promotion and Addiction Prevention Division is responsible for health promotion and reducing health inequalities at all ages and in all settings.

We regulate the prevention of risky and harmful use of alcohol, tobacco control and the licensing of tobacco products, and mental health promotion. We also work on the prevention of chemical and non-chemical dependence. We issue licences for the import or export of illicit drugs and the possession of illicit drugs for scientific research and teaching purposes. We also plan and monitor healthcare for vulnerable groups such as people with disabilities, the uninsured, foreigners, Roma, children with special needs and others. We work with humanitarian organisations. The division facilitates health promotion in the workplace and provides the substantive basis for the development of labour legislation.
