Integrated Territorial Investments – co-financing sustainable mobility operations in urban municipalities
During the Cohision Policy Programme 2021–2027, the Ministry of Infrastructure and Energy is allocating funds to promote sustainable mobility measures in urban municipalities or in urban municipalities together with municipalities within their functional area, covered by a sustainable urban strategy, which promote, to the greatest extent possible, an increase in the share of sustainable modes of transportation in the population’s daily mobility patterns.
The beneficiaries of funding are 12 urban municipalities in the Republic of Slovenia: Ljubljana, Maribor, Koper, Kranj, Celje, Novo mesto, Velenje, Nova Gorica, Ptuj, Murska Sobota, Slovenj Gradec in Krško. Based on their prepared sustainable urban strategies and comprehensive transportation strategies, the urban municipalities themself propose projects for co-financing under the Integrated Territorial Investment (ITI) mechanism.
The Association of Urban Municipalities of Slovenia (ZMOS) is responsible for selecting operations under the ITI mechanism. Based on a call for proposals for operations and compliance with the criteria set forth in the call, ZMOS prepares a list of selected operations (Phase 1). The Ministry of Infrastructure and Energy is responsible for implementing the ITI mechanism and the procedure for the direct approval of selected operations (Phase 2).
Directly approved operations are co-financed by the European Regional Development Fund under the Slovenia's EU Cohesion Policy Programme 2021–2027, specifically under the following measure:
Policy Objective 2: A greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe by promoting clean and fair energy transition, green and blue investment, the circular economy, climate change mitigation and adaptation
and risk prevention and management, and sustainable urban mobility
Priority 4: Sustainable urban mobility
Specific Objective: RSO 2.8 Promoting sustainable multimodal urban mobility, as part of transition to a net zero carbon economy
During the 2021–2027 programming period, the operations that fall under the following eligible purposes, within the framework of Specific Objective RSO 2.8 in the area of sustainable mobility, are co-financed under the ITI mechanism:
- comprehensive street and road redesigns in accordance with the principles of sustainable mobility,
- development of dedicated areas for public transit,
- construction/development of pedestrian infrastructure,
- construction/development of bicycle infrastructure,
- digitalization to promote sustainable mobility,
- promotion of the use of alternative fuels in towns and cities
Only measures provided in the action plans of adopted municipal comprehensive transportation strategies are eligible for co-financing.
Details regarding the conditions and requirements for co-financing of operations are set forth in the Guidelines for Beneficiaries of the ITI Mechanism for the Preparation of Sustainable Mobility Projects (RSO 2.8), which must be taken into account when preparing applications. The application and accompanying documentation must demonstrate compliance with all conditions and requirements set forth in the mentioned guidelines.
