In order to prevent the introduction and spread of pests, each Member State of EU must carry out controls on regulated plant species and plant products when they enter the EU and when they are produced and traded within the EU. To this end, importers, producers and distributors of regulated plant species and plant products must be officially registered with the competent authority in their Member State.
Plants intended for planting, certain parts of plants and plant products are accompanied within the EU by a plant passport, which is an official document.
Each Member State must carry out controls on plants intended for planting, which are agricultural propagating material, also with a view to complying with the regulatory variety and quality requirements on the EU market. Seed and propagating material of agricultural plants placed on the market must bear official labels or labels of the supplier.
