164th regular session of the Government of the Republic of Slovenia

At today's session, the government focused on the implementation of the advertising campaign 'Public Information and Alarm System – SI ALARM', which aims to improve the protection of people and property in the event of natural and other disasters. The Government also adopted the proposal for the Act on the Implementation of the EU Artificial Intelligence (AI) Act.

The Government approved the launch of the advertising campaign 'Public Information and Alarm System – SI ALARM'. The main purpose of this alarm system is to improve the protection of people and property in the event of natural and other disasters. The SI-ALARM System will facilitate prompt sending of emergency warnings in the form of push message to cell phone users in a specific geographical area. The system will be tested on 27 September 2025 at 12:00. You can see the test message here. For more information visit the website Public warning and alerting system via public mobile networks.

The Government also adopted the proposal for the Act on the Implementation of the EU Artificial Intelligence (AI) Act.  It is the first comprehensive legal framework in this area, which aims to improve the functioning of the internal market by introducing uniform rules for the development, use and operation of artificial intelligence systems in the European Union. The purpose of the Act is to harmonise national legislation with the provisions of the Artificial Intelligence Act, i.e. to designate the authorities competent for the implementation and supervision of the rules from the Act, and to define violations and penalties. This needs to be determined at the national level in order to promote innovation and protect the health, safety and fundamental rights of people. The proposed Act defines, among other things, the supervisory authorities and their respective jurisdictions, the competent authority for establishing regulatory sandboxes for the safe testing of new artificial intelligence solutions. It also introduces the possibility of appointing an AI Ethics Commissioner. Slovenia is thus ranked as one of the leading EU Member States with a comprehensive AI regulation framework in terms of both technological infrastructure and adapting legislation to the EU Artificial Intelligence (AI) Act.
