Normative Regulation and Analysis Division
The Normative Regulation and Analysis Division drafts laws and regulations governing police and other security authorities, as well as matters within the remit of the Police and Security Directorate.
Through its analytical work, the Division supports legislative activities and systemic work across the Directorate. It also provides cross-cutting analytical support, proposes improvements to working processes, develops proposals for new IT solutions, and participates in research into policing and the work of other security authorities.
Tasks of the Normative Regulation and Analysis Division:
- proposes acts and regulations relating to the work of the Police and the Directorate, and ensures their alignment with the EU acquis and the standards of other international organisations;
- prepares opinions on initiatives for reviews of constitutionality and legality of provisions in regulations within the Directorate’s remit;
- prepares non-binding legal opinions for the Ministry on acts and regulations within the Directorate’s remit;
- reviews opinions on draft acts and regulations prepared by other ministries on matters falling within the Directorate’s remit as part of inter-ministerial coordination;
- monitors court rulings relating to acts and regulations within the Directorate’s remit;
- monitors and analyses the implementation of regulations within the Directorate’s remit;
- conducts, proposes, participates in and coordinates research into policing and the work of other security authorities;
- carries out analytical work and provides analytical support to management and the Directorate’s divisions, including by preparing analyses and analytical information on specific areas of work, processing data, and contributing to evaluations and strategies, as well as carrying out system-related tasks for the Directorate;
- prepares proposals and leads or participates in projects aimed at improving work processes within the Directorate’s areas of responsibility;
- participates in the Police's development and research activities and monitors their implementation from a substantive perspective;
- leads and participates in project groups within the remit of the Police and the Ministry of the Interior and Public Administration.
