Dr Monika Kirbiš Rojs

Dr Monika Kirbiš Rojs (born on 4 August 1978) finished secondary school in Maribor, then continued her studies at the Maribor Faculty of Economics and Business and the Ljubljana School of Economics and Business. She graduated in 2002, obtained her master's degree in 2005 and completed her doctorate in public administration at the Faculty of Government and European Studies in 2024.

She began her career in 2003 at the Ministry of Finance and later worked at Nova ljubljanska banka, the Government Office for Local Self-Government and Regional Policy and the Municipality of Maribor. She gained extensive professional experience in regional development, European cohesion policy and project management at both national and local levels.

She first held the position of State Secretary responsible for cohesion policy at the Ministry of Economic Development and Technology between 2012 and 2013. Before her reappointment as State Secretary at the Government Office for Development and European Cohesion Policy in 2020, she served as Head of the Municipal Department for Economic Affairs and Director of the Development Information Centre in Slovenska Bistrica.

Most recently, she served in the National Council of the Republic of Slovenia, where she has held the position of Secretary-General from 2022. 

During work in the field of European cohesion policy, she led the Government's operational task force responsible for preparing the Slovenian Recovery and Resilience Plan, the Partnership Agreement, as well as the EU Cohesion Policy Programme 2021–2027. She played an active role in preparing the country's strategic development documents for the efficient absorption of EU funds, as well as in the planning and implementation of development projects.

Her professional career has been marked by extensive experience in regional development, public administration, European cohesion policy and inter-institutional cooperation. In particular, she has distinguished herself in coordinating development priorities among the state, local communities, businesses and European institutions.

She has published and co-published several professional and scientific articles in the fields of regional development, public administration and European cohesion policy.
