Dr Stanislav Raščan

State Secretary for International Law, Multilateral Affairs, Economic Diplomacy, Development and Humanitarian Aid, and Security Affairs

Dr Stanislav Raščan was appointed as State Secretary at the Ministry of Foreign and European Affairs of the Republic of Slovenia on 5 June 2026.

He is a career diplomat with more than 30 years of experience in bilateral and multilateral relations, economic diplomacy, international organisations, strategic planning, and relations with countries in Asia, Africa, Latin America, the Middle East and the Pacific.

From September 2022 to June 2026, he served as Ambassador of the Republic of Slovenia to the Slovak Republic. Prior to that, between November 2020 and June 2022, he held the position of State Secretary at the Ministry of Foreign Affairs, where he was responsible for non-European bilateral political relations, multilateral affairs and economic diplomacy. He also acted as minister responsible for development cooperation.

In 2019 and 2020, he headed the Department for Asia and Oceania. Between 2016 and 2019, he headed the Department for Strategic Studies and Analyses. From 2012 to 2015, he was Director-General of the Directorate for Economic Diplomacy. In 2011 and 2012, he worked as an ambassador in the Department for International Organisations.

Between 2006 and 2010, he served as Permanent Representative of the Republic of Slovenia to the Organization for Security and Co-operation in Europe in Vienna. In 2004 and 2005, he was Director-General of the Directorate for Political Multilateral Affairs and Policy Planning. Prior to that, he headed the Department for Africa, Asia, Latin America, the Middle East and the Pacific.

In 2001 and 2002, he worked at the Ministry’s Centre for Research. In 2002, he served as Chargé d’Affaires ad interim at the Embassy of the Republic of Slovenia in Tehran. In 2000, he held the position of Secretary-General at the Ministry of Foreign Affairs. Between 1995 and 1999, he served as First Secretary at the Embassy of the Republic of Slovenia in Tokyo. He began his diplomatic career in 1994 as a Senior Adviser in the Department for Africa, Asia, Latin America, the Middle East and the Pacific.

He holds a doctorate and a master’s degree in political science from the University of Ljubljana. He graduated from the Faculty of Medicine of the University of Ljubljana and obtained the degree of Doctor of Medicine. In 1994, he attended a summer course in diplomacy for young diplomats from countries in transition at the Diplomatic Academy of Vienna, as well as an autumn programme for young diplomats from Central and Eastern European countries organised by the Ministry of Foreign Affairs of Japan in Tokyo.

He is fluent in English, German, Serbian and Croatian and has an advanced command of Slovak and Russian.

He was born on 22 November 1963 in Murska Sobota. He is married and has three children.
