The department plans and coordinates strategies and policies at the national and international levels, and drafts and monitors the normative framework for development cooperation and humanitarian aid in the Republic of Slovenia. It also coordinates development cooperation actors, organises meetings of the Permanent Coordination Group for Development Cooperation and participates in the Expert Council for Development Cooperation.

The department monitors and participates in multilateral development activities, as well as development and humanitarian aid initiatives within the European Union (EU), the Development Assistance Committee of the Organisation for Economic Co-operation and Development (OECD DAC), the United Nations (UN), its funds and agencies, and other international organisations and institutions.

At the bilateral level, it coordinates Slovenia’s emergency response to humanitarian crises and cooperates with various actors in drafting humanitarian and post-conflict aid guidelines. It also produces reports on development and humanitarian activities within international initiatives.

Furthermore, it is responsible for coordinating participation in the relevant EU external action instruments, i.e. the Neighbourhood, Development and International Cooperation Instrument (NDICI – Global Europe). It also participates in negotiations on the proposal for a regulation establishing a new financial instrument called ‘Global Europe’, which will fund the EU’s external action within the framework of the EU’s Multiannual Financial Framework (MFF) for the period 2028–2034.
