Directorate for Budget and Economic and Fiscal Policy

The Directorate for Budget and Economic and Fiscal Policy is responsible for a broad range of public finance and economic policy matters. It coordinates the monitoring, planning and management of general government finances, as defined by statistical methodology. Within this framework, the Directorate prepares short- and medium-term fiscal objectives and the general government budgetary framework covering the four public financing subsectors: the State Budget, the Health Insurance Institute of Slovenia, the Pension and Disability Insurance Institute of Slovenia, and municipalities. The Directorate is responsible for the preparation and execution of the State Budget, including the Development Programmes Plan, carries out tasks related to municipal financing and monitors the implementation of municipal budgets. In the area of European Union funds management, it serves as the Certifying Authority responsible for certifying eligible expenditure reimbursed to Slovenia from the EU budget.

 A key responsibility of the Directorate is the formulation of overall fiscal policy and structural economic policy measures within the general government sector, while ensuring consistency with European Union policies and maintaining close cooperation with relevant domestic and international authorities, institutions and credit rating agencies. The Directorate ensures compliance of fiscal policy with fiscal rules and is responsible for preparing the Medium-Term Fiscal-Structural Plan, the Annual Progress Report and the Draft Budgetary Plan within the framework of the European Semester.

Its responsibilities also include the preparation and analysis of public finance statistics, monitoring public finance flows, compiling consolidated government accounts in accordance with international statistical methodologies, preparing fiscal projections and public debt sustainability analyses, and developing analytical models and tools for assessing the impact of fiscal measures. Based on these analyses, the Directorate assesses the medium-term balance and long-term sustainability of public finances, evaluates fiscal risks and actively participates in research projects.

The Directorate also plays an important role at the international level. It actively participates in the work of European Union committees and working groups, including the Economic and Financial Committee, the Eurogroup Working Group and the Economic Policy Committee, as well as OECD working groups such as Working Party No. 1, the Productivity Forum and the Economic Policy Committee. It coordinates the preparation of European Semester documents, contributes to the coordination of European strategic documents and prepares Slovenia's responses to the opinions of the European Commission issued under the Excessive Deficit Procedure and the Macroeconomic Imbalance Procedure. Furthermore, the Directorate prepares coordinated national positions and supporting documents for meetings of the Economic and Financial Affairs Council and the Eurogroup, and contributes to the formulation of Slovenia's positions in negotiations on the European Union's Multiannual Financial Framework and the further development of the European Economic and Monetary Union.
