Slovenia Weekly: Security and prevention

Less than two weeks after the tragic attack on Ales Šutar in Novo mesto, the Government yesterday adopted the promised measures to enhance public security and strengthen the punitive policy. It approved the Act governing emergency measures to safeguard public security, commonly referred to as the "Šutar Act." This Act amends several laws relating to policing, justice, social affairs, and local self-government.

Prime Minister Robert Golob emphasised that the Šutar Act is intended as a preventive measure, not a punitive one, and that the coalition remains firmly committed to protecting human rights within the existing constitutional and legal framework.

On 4 November 2025, the European Commission presented its annual Enlargement Package, covering 10 EU candidate and potential candidate countries. Slovenia welcomes the 2025 Enlargement Package, convinced that further enlargement will strengthen the EU. Enlargement to the Western Balkans and to the East is not only in the interest of the EU and the future Member States, but also a geostrategic necessity. Slovenia reaffirms its commitment to supporting candidate and potential candidate countries on their path towards EU membership, noting that a clear European perspective remains the key driver for continued reforms.

    Slovenia welcomes the 2025 Enlargement Package and believes that enlargement will further strengthen the EU. Enlargement with the Western Balkans and Eastern Europe is not only in the interests of the EU and its new member states, but also a geostrategic necessity. Slovenia remains committed to supporting candidate and potential candidate countries on their path towards EU membership. A clear European perspective is a key driver for continued reform efforts.

    At today’s session, the Government adopted the Draft Act on Measures to Ensure Public Safety (Šutar Act), which aims to strengthen security across the country. It also approved the Draft Juvenile Criminal Justice Act and the amendments to the Minor Offences Act, the Probation Act, and the Slovenian Intelligence and Security Agency Act. Furthermore, the Government decided that the Slovenian Armed Forces will assist the Police in the broader protection of the national border.

    During the visit of the Bavarian State Minister for European and International Affairs, Eric Beißwenger, Minister of Foreign and European Affairs Tanja Fajon welcomed the continued strengthening of relations between Slovenia and Bavaria. She encouraged further Bavarian investment in Slovenia, particularly in high-value sectors. The two Ministers also discussed the importance of EU enlargement to include the Western Balkans.
