Permits for International Scheduled and Non-Scheduled Air Transport by Foreign Operators
Pursuant to the Aviation Act, the Ministry of Infrastructure and Energy issues permits for international scheduled and non-scheduled air transport to foreign operators. Operators established in Member States of the European Union, the Swiss Confederation and EEA Member States are not considered foreign operators in accordance with European Union legislation and international agreements binding on the Republic of Slovenia.

Permits for International Scheduled Air Transport
Applications for permits to operate scheduled air transport shall be submitted to the Ministry of Infrastructure and Energy by e-mail to gp.mzie@gov.si and mzi.flightpermits@gov.si at least 15 days before the beginning of the summer or winter traffic season, or at least 45 days in advance where no international agreement exists between the Republic of Slovenia and the State of the air carrier.

Permits for International Non-Scheduled Air Transport
A permit for non-scheduled air transport is issued for flights conducted in international air traffic. Applications shall be submitted by e-mail to gp.mzie@gov.si and mzi.flightpermits@gov.si at the Ministry of Infrastructure and Energy:
- at least three working days before the date of the first flight where one to four flights are to be operated; or
- at least seven working days before the date of the first flight where more than four flights are to be operated.
A foreign operator does not require a permit from the Ministry in the following cases:
- international non-scheduled air transport performed with aircraft having a maximum take-off mass not exceeding 5,700 kg;
- a private flight;
- an emergency flight for medical or humanitarian purposes;
- an aircraft flight involving an emergency landing;
- an aircraft flight for civil protection and rescue purposes or for the provision of assistance in the event of natural or other disasters; or
- a search and rescue flight.
For flights by foreign State aircraft or aircraft conducting State activities, an application for a permit (“diplomatic clearance”) shall be submitted to the Ministry of Foreign and European Affairs.
