A Programme of Financial Incentives for Investments to Support Carbon-Dependent Regions and Areas and to Facilitate Modernization Toward a Just, Green Transition for the Period 2024–2030
The allocated financial incentives are intended to:
- support a just, green transition in carbon-depended regions and areas,
- modernize energy systems and improve energy efficiency to accelerate green transition,
- provide complementary financing to support green transition.
In accordance with Regulation (EU) 2021/1056 of the European Parliament and of the Council of June 24, 2021, establishing the Just Transition Fund, the specific objective of the Just Transition Fund, which is implemented within the framework of European Cohesion Policy for the period 2021-2027 is pursued, when allocating financial incentives for investments supporting a just, green transition in carbon-dependent regions and areas.
Financial incentives for investments in the modernization of energy systems and the improvement of energy efficiency are designed to achieve the objectives of the Modernization Fund, which was established for the period 2021-2030 in accordance with Article 10d of Directive 2003/87/EC of the European Parliament and of the Council of October 13, 2003, establishing a system for greenhouse gas emission allowance trading within the Union and amending Council Directive 96/61/EC, and is financed through the auctioning of greenhouse gas emission allowances.
In accordance with the third paragraph of Article 138 of the EZ-2, the state may provide complementary funding for investments that support green transition, specifically those investments that have been selected or highly rated in centralized or decentralized selection procedures for the allocation of European or national funds.
Through this programme, the Ministry of Infrastructure and Energy, as the entity responsible for administering the procedures for allocating financial incentives under Articles 137 and 138 of the EZ-2, prescribes in detail the forms of incentives, the method of allocating incentives, the conditions and criteria for their award, the beneficiaries, the types of eligible costs, and the maximum co-financing rate for individual types of measures in accordance with the applicable rules on state aid. In individual incentive allocation procedures (e.g., a public tender, a public call for proposals, or direct project approval), the Ministry may define additional conditions and criteria for their allocation. In doing so, it takes into account the applicable regulations in the field of public finance legislation, as well as the rules and procedures set forth in the regulations governing the implementation of European Cohesion Policy and in the regulations governing the Modernization Fund.
