Draft amendment of the 2014-2020 operational programme gets a go-ahead

A total of EUR 50 million of overcommitments will be redirected to the Reconstruction Fund and a further EUR 20.5 million in cohesion funding will be reallocated to post-flood intervention measures in order to mobilise available resources from cohesion policy programmes and allow for full absorption of the funding made available to Slovenia in the 2014-2020 programming period.

The Government of the Republic of Slovenia has given green light to the draft amendment of the Operational Programme for the Implementation of the European Cohesion Policy 2014-2020 that was prepared by the Ministry of Cohesion and Regional Development. The ministry and Commission services will work together on the corresponding technical adjustments so that the amended version of the programme can officially be sent to Brussels by the end of the year.

According to the latest data (as of 30 August 2023), certain emergency measures will need to be carried out on infrastructure projects that are currently underway due to flash floods. The aim of these measures will be to re-establish the initial state of infrastructure. In this context, other necessary works will also be carried out to ensure the normal rate of flow of watercourses and day-to-day management of watercourses. This includes the following infrastructure projects that are in development:

  • Flood Control of the Gradaščica River basin;
  • Flood Control of the Selška Sora River basin;
  • Ensuring flood protection in the Drava River basin – Meža River and Mislinja River;
  • Reducing flood risks in the Drava River basin – Dravinja River and Poskava River. 

The measures that seek to repair the damage caused by flash floods will include purchase of equipment and devices, especially emergency generators, submersible pumps, dehumidifiers and sand bags.

A portion of the measures that cannot be implemented under the current 2014-2020 programme due to floods and other past unforeseen events will be carried over to the 2021-2027 period. Consequently, Slovenia's Cohesion Policy Programme 2021-2027 will have to be amended. The Ministry of Cohesion and Regional Development will prepare the necessary amendments presumably by the end of the year.

The European Commission data (as of 4 September 2023) show that Slovenia has already spent 93% of the available funding for the 2014-2020 period, which places it 6th among all Member States. The country thus joins top performers in terms of spending.
