The Legal Affairs and Public Procurement Service draws up proposals for Acts and implementing regulations relating to the organisation and operation of the Ministry; in this process, it cooperates with other state administration authorities and prepares opinions and comments on the proposed regulations.

It prepares or examines proposals for the general acts of the employer. It cooperates with the State Attorneys Office of the Republic of Slovenia in contentious proceedings and prepares opinions for the appellate employment commission of the Government of the Republic of Slovenia. It examines civil law contracts with natural and legal persons, including contracts for the premises of missions and the residences of heads of missions.

It participates in supervision at Slovenia's representations abroad and implements measures defined by the diplomatic supervisor in agreement with the Minister. It participates in procedures for the allocation of funds in the area of international development cooperation and humanitarian assistance and assists in the resolution of legal issues in the consular area. It issues non-binding legal opinions and resolves legal issues in the Ministry's area of work relating to Slovenia's domestic law. It carries out procedures for access to information of a public nature and prepares the personal data filing system catalogues kept by the Ministry.

It also carries out public procurement procedures, from the preparation of documentation to selection, and maintains the archives and keeps certain statistics on public procurement.
