The Development and Knowledge Transfer Service coordinates the establishment of the Agricultural Knowledge and Innovation System (AKIS) and monitors developments in this regard. It monitors and coordinates interdisciplinary networks and knowledge transfer in the fields of work of the Ministry.

It monitors the situation with regard to the operation of public services and analyses systemic solutions in the management of public services within the competence of the Ministry. Its tasks include monitoring the inclusion of parameters for monitoring the efficiency of the provision of public service in programmes and reports of indirect budget users within the competence of the Ministry and preparing proposals for increasing the efficiency of public service providers.

The Service considers, assesses and forwards notifications of state aid in agriculture and fisheries to the European Commission. It issues opinions on compliance with regard to block exemptions for state aid and de minimis aid in agriculture and fisheries.
