Miha Kuhar was born on 20 December 1960 in Ljubljana. He holds a degree in social work and is a retired Colonel in the Slovenian Armed Forces.

He served in the Slovenian Armed Forces for 34 years, holding command and staff positions in units and headquarters ranging from platoon to brigade level. In 2018 and 2019, he served as an operations officer at the Headquarters of the Force Command of the Slovenian Armed Forces. From July 2021 to September 2024, he headed the Concept Development and Experimentation Department at the NATO Mountain Warfare Centre of Excellence.

Within the Slovenian Armed Forces, he completed officer training and advanced staff officer training. In addition, he completed a number of specialised training programmes and courses in Slovenia and abroad.

He was deployed on several occasions to NATO international peace operations and missions. In 2009 and 2011, he served in Afghanistan as a member of the Slovenian Armed Forces contingent in the International Security Assistance Force. From 2012 to 2013, he served in Kosovo as aide-de-camp to the Deputy Commander of Kosovo Force. In 2017, he was again deployed to Kosovo, serving as Commander of the Slovenian Armed Forces contingent and Deputy Commander of the Multinational Battle Group West. From 2020 to 2021 and again from 2024 to 2025, he served in Belgrade at the NATO Military Liaison Office to the Republic of Serbia as an adviser to the NATO Partnership for Peace Programme.

As a volunteer, he was active for 25 years as a mountain rescue instructor with the Mountain Rescue Association of Slovenia, where he also gained experience of the national protection and rescue system.

He is the author of professional books and publications on military mountaineering and the co-author of two scholarly books on military history. In addition, he is the author of a series of professional articles and academic papers and has co-authored educational short films and television programmes.
