Vinko Gorenak was born in Boharina near Zreče on 15 December 1955. He attended primary school in Zreče. After completing the general upper secondary school for teachers in Celje in 1974, he graduated in 1977 from the Faculty of Education in Maribor, and later, in 1983, from the Faculty of Organisational Sciences in Kranj. He obtained a master's degree in 1993 and a doctorate in 2003, both from the Faculty of Organisational Sciences.

For almost 30 years, he served in various positions with the Police, ranging from police officer and Commander of the Celje Police Station to Head of Uniformed Police in the Celje region. In 1990, he continued his career as an adviser to the Minister of the Interior Igor Bavčar, after which he was appointed Director of the Koper Police Directorate and later Director of the Human Resources Service at the Ministry of the Interior. He is one of the co-authors of Slovenian police legislation.

In 2000 and 2004, he served as State Secretary at the Ministry of the Interior. From 2005 to 2008 and from 2020 to 2022, he served as State Secretary in the Office of Prime Minister Janez Janša, responsible for coordinating work between the Government and the National Assembly.

In the electoral district of Šmarje pri Jelšah, he was first elected Deputy to the National Assembly in 2008, and was subsequently re-elected in 2011 and 2014. In the years 2012 and 2013 he was Minister of the Interior. From 2009 to 2011, he chaired the National Assembly's Committee on Internal Affairs, Public Administration and Justice. He was also a member of the Commission for the Supervision of Intelligence and Security Services. During the period 2013–2018, he was a member of the National Assembly's Committee on the Interior and the Committee on Justice, as well as a member of the Committee on Petitions, Human Rights and Equal Opportunities.

From 1994 to 2018 he was also active in higher education. He is an Associate Professor at the University of Maribor in the field of security organisations management.
