The Division for Agriculture, Environment and Spatial Planning prepares opinions on draft laws and implementing regulations governing agriculture, the environment, and spatial planning, in terms of their conformity with the Constitution, the national legal system as such, rules on legislative drafting and EU law. The subject matter of those legal acts is largely regulated at the EU level, which should be duly taken into account by the Division when ensuring that the obligations towards the EU are properly complied with, along with the concern that legislative solutions do not overlook the public interest and/or the general interest of the wider community. In this respect, the Division is an active interlocutor in inter-ministerial coordination and also in various working groups that address specific systemic issues or develop new regulatory solutions in those areas.
