About the Social Affairs and Long-Term Care Inspectorate
The Inspectorate for Social Affairs and Long-Term Care is a body within the Ministry of Demography, Family and Social Affairs. It carries out inspection tasks to monitor compliance with regulations governing social protection and those relating to long-term care.
The IRSSD supervises:
- social welfare activities carried out by public social welfare institutions (social work centres, care homes for the elderly, specialised social welfare institutions for adults, care and work centres, and training institutions),
- providers of individual social welfare services (such as home help), which may be public institutions, concessionaires or legal and natural persons providing social welfare services and entered in the register of private practitioners and legal entities maintained by the Ministry responsible for social affairs,
- providers of social welfare measures,
- providers of long-term care,
- long-term care entry points,
- the provision of e-care services,
- the performance of tasks assigned to local authorities by the Social Welfare Act and the Long-Term Care Act.
The IRSSD does not supervise the implementation of social welfare programmes that are co-funded under specific contracts. Inspectors may only supervise activities whose method of implementation is determined by law or other regulations (for example, service standards).
During an inspection, the inspector monitors compliance with laws and other regulations. Where irregularities are identified (failure to comply with applicable laws and regulations), the inspector imposes measures designed to rectify the identified irregularity or to ensure compliance with laws and other regulations.
