Assessment of the Economic Impact of Regulations
In accordance with Article 8.b of the Rules of Procedure of the Government of the Republic of Slovenia, which specifies the components of a proposed law, the preamble to the proposed law contains the elements specified by the Rules of Procedure of the National Assembly, an assessment of the impact on specific areas, and a summary of public participation in the preparation of the proposed law.
The impact assessment includes at least:
- an assessment of the financial implications for the state budget and other public funds, including the method of funding,
- an assessment of the administrative implications, which also includes information technology aspects,
- an assessment of the economic implications, particularly for small and medium-sized enterprises and the competitiveness of businesses,
- an assessment of the environmental impacts, which also includes spatial and conservation aspects,
- an assessment of the social impacts,
- an assessment of the impacts in light of development planning documents.
The MSP Test Application and the MOPED Information System
The MSP Test application was a software solution that supported the process of assessing the impact of proposed laws on the economy, particularly on micro, small, and medium-sized enterprises (SMEs). With the digitization of legislative procedures, the MSP Test application was phased out and replaced by the MOPED information system.
In the MOPED information system, instead of preparing an MSP Test, drafters of regulations fill out the sections listed under the heading “Impact Assessment” (assessment of the effects of regulations on specific areas of social life), which, among other things, also includes an assessment of the impact on the economy. To facilitate the assessment process itself, the “Methodology for Assessing the Effects of Regulations on Various Areas of Society” is used to evaluate the impact of draft regulations on various areas of society.

Quality Control of Regulatory Impact Assessments on the Economy
