Technical information

The European Commission, in cooperation with the EU Member States, has set up the Once Only Technical System (OOTS) for the electronic exchange of evidence between the competent authorities of the different Member States for the procedures referred to in Annex II of the EU Regulation (EU) 2018/1724 (the "SDG Regulation") and the Directives, in accordance with Article 14 of the SDG Regulation.

National competent authorities may provide evidence in an electronic format allowing automated exchange through the OOTS system for procedures of Annex II of the SDG Regulation and related Directives in a way that will also be available to the requesting competent authorities from another Member State.

The OOTS system allows:

  • processing of requests for the provision of evidence at the explicit request of the user;
  • the processing of requests for evidence accessed or exchanged;
  • transfer of evidence between competent authorities;
  • ensuring the confidentiality and integrity of evidence;
  • provide the user with the possibility to consult the evidence to be used by the requesting competent authorities and to choose whether or not to exchange the evidence;
  • ensuring an appropriate level of interoperability with other relevant systems;
  • ensuring a high level of security in the transmission and processing of evidence;
  • ensuring that it will not process evidence beyond what is technically necessary for the exchange and only for as long as is necessary for that purpose.

The use of a technical system for the automatic electronic exchange of evidence between the competent authorities of different Member States will only be made at the express request of the user.
