European recovery and resilience funding – Together towards the goal: 1,097 public rental dwellings
Access to adequate housing remains particularly challenging for young people and families, socially vulnerable groups and other marginalised communities. The Recovery and Resilience Plan therefore also addresses the shortage of public rental housing in Slovenia.
Through reforms in housing policy, Slovenia has created the conditions to expand the public rental housing stock and has delivered an investment to increase the number of additional public rental dwellings.
Strengthening the public rental housing stock – reform
In 2021, the National Assembly of the Republic of Slovenia adopted amendments to the Housing Act. These addressed the level of non-profit rents, enabled additional borrowing by public housing funds, and allowed existing vacant dwellings to be brought into use through public rental schemes.
The milestone linked to the implementation of this reform was included in Slovenia’s second payment request under the Recovery and Resilience Facility. The European Commission fully disbursed the related funds in December 2023.
Provision of public rental housing – investment
The primary objective of the investment was to help reduce the shortage of public rental housing through the construction of new dwellings, the acquisition of existing properties, and the renovation of buildings for conversion into public rental housing.
With support from Recovery and Resilience Facility funding, the Ministry of Solidarity-Based Future supported 36 projects across 25 municipalities. The projects have delivered 1,097 new public rental dwellings, with an average floor area of 65.15 m².
Implementation of the investment, and achievement of the related target, involved the Housing Fund of the Republic of Slovenia, municipalities, public housing funds, non-profit housing organisations and NS-PIZ d.o.o.
The European Union contributed just over EUR 58 million in loan financing under the Recovery and Resilience Facility for the implementation of the investment.
The milestone linked to this investment was included in Slovenia’s second payment request, which has already been disbursed. The investment target is expected to form part of the final payment request.
