The Digital Future of the Maritime Industry - SEMAS-EMSWe Mid-Term Information Day Event

An international event focused on the digital future of European shipping took place in Brussels on November 12, 2025.

The event was dedicated to the implementation of the European Maritime Single Window (EMSWe) Regulation and was organized as part of the SEMAS-EMSWe project coordinated by Fundación Valenciaport. The meeting brought together representatives of European Union member states, European institutions, professional organizations, and key stakeholders from the maritime industry to discuss common challenges and opportunities in establishing maritime national single window (MNSWs).

The event opened with a presentation on the current status of EMSWe implementation, which highlighted progress in introducing uniform reporting procedures, as well as key challenges related to harmonization, technical alignment, and cooperation among Member States. The discussion underscored the importance of a common European approach that will ensure uniform standards and more efficient data exchange in the maritime sector.

The central part of the program was dedicated to sharing experiences in the establishing of the maritime national single window. Representatives from various countries presented their progress, technical dependencies, organizational obstacles, and a range of different approaches to the digitization of reporting. A comparison of solutions showed that member states are progressing at different paces, while common challenges remain interoperability, understanding user needs, and ensuring sustainable systems.

The discussion then featured the views of representatives from the maritime industry, who highlighted the need for simpler procedures, a reduction in data duplication, and an increase in the practical usability of the systems. The discussion once again highlighted that the future European system must be more user-friendly, based on real operational needs, and prepared for technological developments in the coming years.

The final session was dedicated to presenting practical examples of integration between industry and national systems. Participants presented the initial results of testing, the feedback received, and the expected benefits, among which greater transparency, streamlined procedures, and more reliable data exchange stand out. The discussions also outlined the next steps, particularly toward refining technical solutions and continuing close cooperation between member states and industry partners.

Participation of the Slovenian Maritime Administration 

The Slovenian Maritime Administration participated in the event as part of a series of presentations on practical examples of the integration of national maritime single windows. The Slovenian approach to establishing and developing a national maritime single window was presented, particularly from the perspective of involving port communities, the gradual digitization of reporting, and technical alignment with the European regulatory framework.

The presentation given by Christian Murgec, highlighted the importance of cooperation between government agencies, port stakeholders, and European partners, and presented initial experiences, test results, and challenges related to data integration in practice. Particular emphasis was placed on the next steps in developing a system that, in accordance with European requirements, will provide a unified, user-friendly, and internationally interoperable environment for maritime reporting.

The meeting confirmed that the implementation of EMSWe is one of the key strategic priorities for the digital transformation of the European maritime sector. The exchange of experiences, the identification of common needs, and the formulation of future steps are important building blocks in establishing a modern and effective European maritime information environment.

The event provided participants with an opportunity for in-depth discussions, strengthening cooperation, and aligning a common European vision that will support safer, more transparent, and more digitally advanced maritime transport in the European Union.
