National Assembly adopts the revised Civil Servants Act

At today's extraordinary session, members of parliament approved the proposal of the new Civil Servants Act (ZJU-1). The Act focuses on enhancing the competence and independence of public employees while increasing flexibility in human resource management within public administration. The most important new development is the establishment of the Human Resources Centre.

State administration is a constitutional category and one of the key foundations for the functioning of the executive branch of government, within which motivated and skilled civil servants are, of course, essential. After twenty years in force, the Civil Servants Act was in urgent need of an upgrade – not only because of certain shortcomings that had become apparent in practice over the years, but also because of changing social realities.

The purpose of the ZJU-1 is to increase the efficiency of the civil service system and, consequently, public administration services. It focuses on enhancing the competence and independence of public employees while increasing flexibility in human resource management within public administration, standardisation and greater transparency of recruitment procedures. In this light, the most important innovation is the Human Resources Centre in State Administration Bodies, which will begin operating on 1 June 2025, while individual bodies will begin publishing public tenders through the Centre on 1 January 2026, which will be done gradually, in accordance with the schedule.

As part of the revised selection process, the Human Resources Centre will act as a single entry point for full-time employment of officials, ensuring a standardised and transparent assessment of candidates' competences in the initial stage.

With the adoption of the ZJU-1, the milestone Establishment of a Competence Centre – Human Resources Centre, which was implemented as part of the Recovery and Resilience Plan, has been achieved.
