Slovenia receives the first funding from the Recovery and Resilience Facility

Under the financing agreement for the implementation of the Recovery and Resilience Facility, Slovenia has today received an advance payment of 13% of the grants allocated under the Recovery and Resilience Plan, amounting to €231 million. The first funding under the RRP will be provided for the areas of sustainable mobility, digital transformation and healthcare.

In April, the Government adopted the National Recovery and Resilience Plan, which is the basis for using the funds available under the Recovery and Resilience Facility. This is the most financially comprehensive mechanism within the NextGenerationEU recovery and resilience package, which will also make funds available to Slovenia from the React-EU initiative, the Just Transition Fund and the Rural Development Fund.

Slovenia will receive almost €1.8 billion in grants. These funds are aimed at strengthening the recovery from the COVID-19 crisis and boosting investment in the green and digital transition in Member States.

Each Member State is entitled to a certain amount of grants in advance. Thus Slovenia has today received an advance payment of 13% of the grants allocated under the Recovery and Resilience Plan, amounting to €231 million. It can use these funds for the reforms and investments that are to be implemented first under the RRP.

"I am pleased that, following the signing of the agreement, we have also received the first funding from the Recovery and Resilience Facility. I predicted this in July and the expectations have been met. This is an important achievement for Slovenia and a major step forward in achieving the set objectives," said Minister Šircelj.

In its national plan, Slovenia has identified development areas that will contribute to mitigating the negative economic and social impacts of the COVID-19 epidemic and prepare the country for the challenges posed by the green and digital transition.

The focus of the Slovenian RRP is on the green content (Slovenia has committed to allocate 43.45% to the green targets) and digital content (Slovenia has committed to allocate a good 20% to the digital targets) and also on reforms and investments on the four pillars:

  • green transition (€552 million in grants available),
  • digital transformation (€317 million in grants available),
  • smart, sustainable and inclusive growth (€664 million in grants available),
  • healthcare and social security (€245 million in grants available).
