Representatives of a Polish NGO visit the Ministry of Public Administration

On Thursday, 10 October 2019, the Ministry of Public Administration received representatives of the Civil Affairs Institute (Instytut Spraw Obywatelskich), a Polish non-governmental organisation.

The representatives of the Institute were on a working visit to Ljubljana in relation to the research project concerning civil initiative and public participation in the drafting of laws with the help of internet tools.

At the meeting, the representatives of the ministry presented the work of the ministry in general and in more detail the participation of civil society in the drafting of strategic documents and legislative proposals, the regulation of referendums and civil initiative and the electronic procedure for giving support to proposals for acts via the state portal eUprava (e-Government).

The Polish representatives followed our presentation with interest and asked many technical questions, particularly with regard to procedures for gathering support for a referendum and public initiative. The Civil Affairs Institute is also carrying out a nationwide social campaign entitled "Citizens Choose" with the view to strengthening the tools of participatory democracy (citizen initiative, referendum) and thus increasing the activity of Polish citizens in public life. The initiative started in 2012 and is still ongoing. It envisions the development of detailed solutions to help citizens participate in the decision-making that concerns their daily life. The Polish representatives believed that they would be able to follow the example of Slovenian legislation in developing these solutions and even draft a legislative proposal for the regulation of referendums and public initiative.
