The implementation of the Recovery and Resilience Plan is governed by European and national legal bases and other documents.
During the implementation of the plan, which was initially approved by the Council of the European Union in July 2021, circumstances have arisen that affect its execution. In order to ensure the smooth implementation of the plan, the government is therefore preparing proposals to amend the plan in accordance with the EU Regulation establishing the Recovery and Resilience Facility.
The Council of the European Union approved the third revision of the plan on 20 June 2025.
