Minister Podgoršek speaks about strategic plans for the common agricultural policy in the European Parliament

Minister Jože Podgoršek took part in an interparliamentary meeting of the European Parliament Committee on Agriculture and Rural Development (COMAGRI) via video link. The participants were also addressed by the chairman of the Committee on Agriculture and Rural Development Norbert Lins and the European Commissioner for Agriculture Janusz Wojciechowski. The event focused on the drafting of strategic plans for a reform of the common agricultural policy in the Member States.

In his address, Minister Podgoršek pointed out that all Member States are currently finalising the drafting of their strategic plans for the common agricultural policy, which must be submitted to the European Commission by the end of this year. He added that "in terms of time and content, it is a major challenge because the legislative basis is being adopted at the same time. For the first time, a comprehensive common programming document needs to be drafted for both pillars of the common agricultural policy (CAP). A new implementation model based on a performance framework, i.e. demonstration of the success of the set goals is also being introduced." Podgoršek pointed out that the reform of the common agricultural policy is the most important agricultural dossier of the Slovenian presidency, so he will focus all efforts on continuing and completing the process of adopting the legislative package as soon as possible.

He also touched on the adoption of a strategic plan in Slovenia. He said that he was cooperating very well with the Ministry of the Environment and Spatial Planning and the broader public. "Cooperation with representatives of nature protection, agricultural and environmental organisations is also very important, as green architecture is precisely the largest challenge and it is urgent to find compromise solutions."

The participants were also addressed by European Commissioner for Agriculture Janusz Wojciechowski. He pointed out that strategic plans are the final form of reform of the common agricultural policy. About the reform, he said that "the new common agricultural policy must be fairer, so both small and medium-sized farms have been included in it. In addition, it must be environmentally oriented. Therefore, strategic plans must include measures that will lead farmers to focus on sustainable agriculture." He added that strategic plans are not just technical documents. That is why, when reviewing strategic plans, the European Commission will pay close attention to whether the documents show the strategies of the Member States that are intended to achieve certain environmental objectives.
