Leon Behin holds a Bachelor’s degree in Forestry. From 1998 and 2003, he was the Chief of the Department of the Environment and Spatial Planning in the Municipality of Kočevje. From 2005 to 2011, he was the director of Komunala Kočevje and continued his career as the director of the Chamber of Communal Economy at the Chamber of Commerce and Industry of Slovenia. In 2012 and 2013 he was the acting director and then the General Director of the Directorate for Public Services for Environmental Protection and Environmental Investments at the Ministry of Agriculture and Environment. After that he was the Deputy Director General at the Directorate for Public Services for Environmental Protection and Environmental Investments, or in the Directorate for Waters and Investments. Before he assumed his position as the State Secretary at the Ministry of Public Administration he had been the Director General of the Directorate for Waters and Investments at the Ministry of Environment and Spatial Planning.
During his career, he faced challenges of managing the most demanding jobs within the state administration as well as those of managing a company. He is well versed in European cohesion policy, investment and project management.
His priority areas of work as the State Secretary at the Ministry of Public Administration are the development of the information society and the digitization of public administration, public procurement, management of real estate of centralized state administration bodies, European projects in the field of administration, public procurement and digitization, and systematic regulation of local community.
