The key task of the Electronic Communications Division is to provide the technical basis for formulating national development policies and strategies for electronic communications development. In this context, particular attention is paid to planning affordable broadband infrastructure throughout the country. At present, the Next-Generation Broadband Network Development Plan to 2020 is still applicable and ongoing.
In the field of development policies, the Division is implementing individual measures related to electronic communications that are financed under the European Cohesion Policy. It is preparing public tenders for co-financing the construction of infrastructure in white areas where the appropriate infrastructure is not available and where there is no commercial interest in its construction. The development of a broadband infrastructure in rural areas is hampered by scattered settlement patterns and low population density, which means that private investors generally do not succeed in carrying out sustainable investment projects.
The Division cooperates with and supervise the work of the Agency for Communication Networks and Services of the Republic of Slovenia, supervises the public service provided by the Arnes public institute, supervises the implementation of the Return of Investments in the Public Telecommunications Network Act and, in accordance with the provisions of the Electronic Communications Act, performs tasks relating to the security of networks and services and operation in exceptional circumstances.
In international cooperation, the Division represents Slovenia in international electronic communications organisations and prepares positions relating to the adoption of policies and other acts of international institutions. The key international institutions in which we are active are the European Union institutions and the international organisations ITU and OECD.
