The Civil Law Directorate drafts legislative and regulatory proposals governing the law of obligations, property law and the land register, civil procedure law, enforcement law in certain proceedings, insolvency procedures, court register management, inheritance rules, administrative disputes, and alternative resolution of disputes. It is responsible for determining reciprocity and for issuing reciprocity decisions and other administrative acts concerning reciprocity procedures. It decides on the issuing and withdrawing of receivers’ operation licences, supervises receivers’ practices, keeps a list of receivers and supervises the Slovenian Chamber of Receivers.

It is also responsible for the appointment and dismissal of enforcement agents, the supervision of legality of enforcement agents’ work, the evaluation of their work, and the keeping of pertaining records and registers. It manages the register of decisions on debt remissions and sends information from the register to the courts. It maintains the Central Register of Mediators and provides organisational and technical support to the Alternative Dispute Resolution Council. Regarding associations operating in the field of justice, it is responsible for the awarding and cancelation of the status of association in the public interest. The Financial Operations, Insolvency Proceedings and Compulsory Dissolution Act imposes a duty upon the Directorate to also act as a minor offence authority.
