Assistance from the international community

Assistance in mitigating the most severe floods since the beginning of August is being provided to Slovenian members of the Civil Protection and the Slovenian Armed Forces by other countries as well. On August 6, 2023, through the EU mechanism in the field of civil protection (Emergency Response Coordination Centre - ERCC), Slovenia asked for help in mechanization for removing debris and ensuring road transportability. Additionally, it sought help for disaster relief through the NATO mechanism for responding to natural and other disasters (Euro-Atlantic Disaster Response Coordination Centre - EADRCC).

On August 6, we asked for:

  • machinery for removing debris and ensuring road transportability, a total of 60 working machines of various capacities (from 7.5 to more than 17.5 tons) with an engineering unit (through the EU mechanism)
  • 20 prefabricated bridges up to 40 meters via the EU mechanism and 20 prefabricated bridges up to 40 meters via the NATO mechanism
  • five (military) helicopters with a carrying capacity of up to three tons for transportation, 200 soldiers for carrying out protection, rescue and assistance tasks (through the NATO mechanism).

On August 8, we closed the request for helicopters and personnel through the NATO mechanism, and on August 9, we reduced the need for helicopters through the EU mechanism from five to four.

On August 11, we requested 5000 dehumidifiers through the EU mechanism (1000 units for 100 square meters and 4000 units for 50 square meters).

On August 16, 2023, Slovenia closed a request for assistance in heavy construction machinery through the EU mechanism.

On August 17, Slovenia submitted an additional request through the EU mechanism for a mobile solution for a nursery (13 equipped mobile units for child accommodation, two equipped mobile units for administration and personnel, and sanitary components). On August 31 Slovenia notified the ERCC that the offered modular solution for the kindergarten in Mengš does not meet the requirements. Following this, Slovenia decided to withdraw its request for such assistance through the Union's civil protection mechanism.

An extension of the deployment of international units operating heavy machinery in the Savinja Valley was requested beyond August 20, 2023. Some countries responded by extending the deployment.

Assistance through the EU Civil Protection Mechanism has been offered by 11 countries: Austria, Bulgaria, Bosnia and Herzegovina, Czech Republic, Croatia, Italy, France, Germany, Poland, Slovakia and Sweden.

Latvian government donated 50,000 euros in aid directly to the Slovenian budget.

The coordination of aerial capacity (helicopters) and military-to-military assistance is managed by the Slovenian Armed Forces. A total of 12 countries have offered military assistance: Austria, Bosnia and Herzegovina, Czech Republic, Croatia, Italy, Hungary, North Macedonia, Germany, Poland, Serbia, Spain, and the United States. These countries have deployed helicopter and engineering teams, along with other forms of military aid, to Slovenia.

Between 2000 and 8000 personnel engaged in protection, rescue, and assistance were active daily in the affected areas, including international teams. There are still more then 250 members of the Slovenian Armed Forces and around 60 members of foreign armed forces in various roles, operating on the ground in accordance with Civil Protection directives. These tasks are still carried out in more than 10 areas across the country, including Prevalje, Črna na Koroškem and Mežica, Luče, Rečica ob Savinji and Nazarje, Domžale and Kamnik. All available heavy machinery from the Slovenian Armed Forces, including bulldozers, excavators, and graders, are present on-site, alongside more than 20 wheeled armored vehicles. Engineering support is also provided by several foreign teams from Bosnia and Herzegovina, Croatia, North Macedonia, Hungary, Ukraine and Serbia.

On average, five helicopters from the Slovenian Armed Forces were active per day in flooded areas. Between August 4 and 16, they logged 212 flight hours, transporting 510 individuals and 152 tons of various cargo. Helicopters from foreign armed forces accumulated 195 flight hours, transporting 305 tons of cargo and 675 individuals. Helicopter assistance is gradually concluding, Croatia and Hungary offer availability of one helicopter each as needed.
