Agencies operate under public law and perform regulatory, development and expert tasks that are in the public interest. In performing their tasks, agencies act independently. Public agencies may be established where this ensures greater efficiency and cost-effectiveness in performing tasks as compared to the administrative body, in particular when administrative tasks may be fully or partially financed by administrative fees or users’ payments or if the nature or type of tasks do not require permanent direct political supervision or if the latter would not be appropriate. Some agencies are not established as public agencies as per the Public Agencies Act and are not financed by the State budget, in order to ensure political and financial independence.
