WEBVTT 00:00:01.427 --> 00:00:05.299 Hello and welcome to today's press conference in the wake 00:00:05.420 --> 00:00:10.070 of the 149th government meeting. The head of the Information Security 00:00:10.210 --> 00:00:14.263 Office Uroš Svete will present the Information Security Bill. 00:00:14.383 --> 00:00:18.716 We'll later be joined by the Health Minister. The floor is yours. 00:00:18.976 --> 00:00:23.896 Thank you. The government is continuing its efforts 00:00:24.023 --> 00:00:27.849 to improve cyber resilience in Slovenia. 00:00:27.983 --> 00:00:31.489 After financial and personnel consolidation, 00:00:31.610 --> 00:00:37.503 it approved the new Information Security Bill, ZINV-1, today. 00:00:37.650 --> 00:00:43.189 It will enable a step forward in terms of the legal framework 00:00:43.330 --> 00:00:47.269 and ensuring information security. 00:00:47.410 --> 00:00:51.529 The bill has two basic goals: 00:00:51.663 --> 00:00:56.903 to transfer the NIS-2 Directive into Slovenian's legal framework 00:00:57.050 --> 00:01:00.976 and to further develop the capacities 00:01:01.117 --> 00:01:03.923 of Slovenia's cyber defense, 00:01:04.044 --> 00:01:07.824 which we've defined in the legislation from 2018. 00:01:08.049 --> 00:01:14.682 The key features of the bill will affect 00:01:14.803 --> 00:01:21.002 the entire ecosystem and society as a whole. 00:01:21.177 --> 00:01:26.336 The parties covered by the law will include both corporations 00:01:26.443 --> 00:01:28.576 and public administration. 00:01:28.703 --> 00:01:33.383 Because of the NIS-2 Directive, we're increasing 00:01:33.517 --> 00:01:38.830 the number of sectors covered by the legitimation. 00:01:38.951 --> 00:01:42.583 The standardized methodology used to define them 00:01:42.704 --> 00:01:47.280 on the EU level will increase their number in Slovenia. 00:01:47.423 --> 00:01:51.036 We expect there to be more than a thousand 00:01:51.150 --> 00:01:54.583 when the self-registration process is completed. 00:01:54.683 --> 00:01:59.776 On the other hand, information security is increasingly focused 00:01:59.930 --> 00:02:04.170 toward higher resilience and competitiveness 00:02:04.291 --> 00:02:08.576 of the Slovenian economy, which is strongly export-oriented 00:02:08.697 --> 00:02:11.216 and is a part of larger supply chains 00:02:11.343 --> 00:02:14.743 and therefore has a strong effect on other segments 00:02:14.890 --> 00:02:17.502 in the EU and elsewhere. 00:02:17.623 --> 00:02:24.889 We see the bill as an important step toward better detection 00:02:25.010 --> 00:02:29.003 and faster responses to cybersecurity threats, 00:02:29.157 --> 00:02:33.910 as well as less economic damage of the type caused 00:02:34.077 --> 00:02:36.790 over the years by cybersecurity incidents 00:02:36.911 --> 00:02:38.857 in Slovenia and elsewhere. 00:02:39.020 --> 00:02:42.916 Among the specific characteristics in Slovenia's case 00:02:43.050 --> 00:02:48.043 we have initiatives and goals connected with capacity. 00:02:48.137 --> 00:02:52.170 The bill introduces technical working groups to provide 00:02:52.317 --> 00:02:57.470 additional assistance in case of security incidents. 00:02:57.617 --> 00:03:02.296 Cyber defense, including cyber reserves, will be better defined. 00:03:02.410 --> 00:03:07.216 We're including both private and public entities. 00:03:07.383 --> 00:03:12.130 We're also setting up proactive elements of cybersecurity, 00:03:12.251 --> 00:03:15.589 especially in connection with the newly established 00:03:15.710 --> 00:03:19.835 Cyber Defense Situation Center, which our office is setting up 00:03:19.956 --> 00:03:24.643 on an inter-ministerial level. We feel that based 00:03:24.810 --> 00:03:27.870 on our experience over the past few years, 00:03:27.997 --> 00:03:30.350 when cyberspace emerged as a key 00:03:30.517 --> 00:03:36.256 arena in geopolitics, we will further strengthen 00:03:36.450 --> 00:03:41.380 our cooperation and response to cyber threats and incidents 00:03:41.483 --> 00:03:46.036 in Slovenia an EU as a whole. Thank you. 00:03:46.203 --> 00:03:49.730 Thank you. Any questions from the media? 00:03:50.610 --> 00:03:54.916 Lea Majcen, Slovenian Press Agency. What will this act look like 00:03:55.043 --> 00:04:00.496 in practice? You mentioned the public sector and businesses. 00:04:00.617 --> 00:04:08.570 Within both corporations and the ministries, 00:04:08.691 --> 00:04:12.170 we'll have offices that will be responsible for this. 00:04:12.291 --> 00:04:17.431 How will that work? -The first step will entail 00:04:17.610 --> 00:04:20.756 self-registration by all entities. 00:04:20.897 --> 00:04:25.249 We'll provide the necessary information support 00:04:25.450 --> 00:04:29.783 to ensure that mid-sized and large corporations 00:04:29.943 --> 00:04:35.989 in the listed sectors, given a certain number of employees 00:04:36.110 --> 00:04:40.204 and revenue, will be covered by the legislation. 00:04:40.357 --> 00:04:42.216 That's the first step. 00:04:42.357 --> 00:04:47.289 To answer your question, everyone covered by the law, 00:04:47.463 --> 00:04:50.496 whether in the public or private sector, 00:04:50.637 --> 00:04:54.616 will need to take several measures. There are 17 of them, 00:04:54.790 --> 00:04:57.683 and they are coordinated on the EU level, 00:04:57.804 --> 00:05:00.430 so they are the same in all countries. 00:05:00.551 --> 00:05:06.296 They include risk assessment, plans for cyber incidents, 00:05:06.457 --> 00:05:11.343 plans for the uninterrupted functioning of their key services, 00:05:11.517 --> 00:05:14.910 cooperation with other entities, and so on. 00:05:15.031 --> 00:05:21.896 This means that they'll need to get their IT sectors 00:05:22.029 --> 00:05:29.688 in order, and, if necessary, demand the same 00:05:29.837 --> 00:05:33.443 from their suppliers and partners. 00:05:33.543 --> 00:05:37.489 We'd like to see everyone subject to this law 00:05:37.650 --> 00:05:42.109 have their own capacity, but the number of experts 00:05:42.230 --> 00:05:47.296 in Slovenia and elsewhere is very limited. 00:05:47.470 --> 00:05:51.823 That's why companies will need to connect with others abroad, 00:05:51.997 --> 00:05:55.876 the state, and trade associations, 00:05:56.017 --> 00:05:59.369 and carry out things that way. 00:05:59.503 --> 00:06:04.336 With this legislation and NIS, we're returning cybersecurity 00:06:04.517 --> 00:06:09.177 to the basics. This isn't a technical issue; 00:06:09.343 --> 00:06:13.636 it's a management issue, an issue for those responsible. 00:06:13.797 --> 00:06:19.583 It's all about how IT technology enables the public sector 00:06:19.777 --> 00:06:26.177 and other sectors to carry out their key services. 00:06:26.310 --> 00:06:29.690 That's the key when we consider 00:06:29.850 --> 00:06:34.748 how to protect and manage the services 00:06:34.869 --> 00:06:39.763 to ensure as few incidents as possible. 00:06:39.963 --> 00:06:43.969 You mentioned the Center for Cybersecurity. 00:06:44.090 --> 00:06:47.976 You'll correct the name. Will this center be a part 00:06:48.143 --> 00:06:51.103 of your office and when will it launch? 00:06:51.263 --> 00:06:56.250 I spoke about the Cyber Defense Situation Center. 00:06:56.383 --> 00:07:00.349 It's an additional security service that doesn't exclude 00:07:00.470 --> 00:07:04.096 the capacity provided by those subject to the law. 00:07:04.217 --> 00:07:09.383 Instead, the state will use hardware and software 00:07:09.504 --> 00:07:13.256 as "sensors" to ensure additional monitoring, 00:07:13.397 --> 00:07:16.789 ranging from critical infrastructure 00:07:16.910 --> 00:07:22.503 to the defense and public sectors, as well as all others. 00:07:22.690 --> 00:07:28.743 We've seen that we need to transition 00:07:28.864 --> 00:07:33.130 from reactive cybersecurity to a proactive process. 00:07:33.251 --> 00:07:38.343 Mere reliance on antivirus software is not enough. 00:07:38.470 --> 00:07:41.103 These days, we're facing cyber threats 00:07:41.230 --> 00:07:45.376 created with IA to bypass these defenses, 00:07:45.497 --> 00:07:50.063 so we need additional monitoring and network systems, 00:07:50.170 --> 00:07:55.596 so we'll set up the center under the auspices of our office. 00:07:55.717 --> 00:08:00.283 Among the important elements of the bill is a platform 00:08:00.443 --> 00:08:03.689 for the self-registration of covered entities 00:08:03.810 --> 00:08:07.449 and platforms for the safe exchange of information. 00:08:07.570 --> 00:08:11.563 Will this be the responsibility of the center or each unit? 00:08:11.684 --> 00:08:15.963 This will be the responsibility of our office, not the center. 00:08:16.150 --> 00:08:19.843 You described the mechanisms used to ensure that the law 00:08:19.964 --> 00:08:22.503 doesn't become a bureaucratic hurdle. 00:08:22.690 --> 00:08:27.476 We know that companies are facing substantial regulations, 00:08:27.617 --> 00:08:31.889 ranging from privacy protection to critical infrastructure. 00:08:32.017 --> 00:08:35.536 As for security activity, we'll standardize 00:08:35.657 --> 00:08:39.563 communication between state bodies and companies. 00:08:39.683 --> 00:08:43.163 Everyone covered by the Critical Infrastructure Act, 00:08:43.284 --> 00:08:45.949 which was recently passed by Parliament, 00:08:46.077 --> 00:08:49.756 and those covered by our law will use a single platform. 00:08:49.923 --> 00:08:53.656 The platform will then serve as a guide and 00:08:53.790 --> 00:08:56.276 send information about security events 00:08:56.397 --> 00:09:00.670 to the relevant authorities and response units. 00:09:00.843 --> 00:09:03.623 From the perspective of corporations, 00:09:03.757 --> 00:09:07.256 this will ease their burden. The same goes 00:09:07.430 --> 00:09:14.817 for the self-registration platform, which we'll set up 00:09:14.990 --> 00:09:18.696 to improve communication with the covered entities 00:09:18.850 --> 00:09:21.329 and have access to updated data. 00:09:21.490 --> 00:09:24.369 Without data about the covered entities 00:09:24.543 --> 00:09:28.849 and their basic infrastructure, our cyber defense and prevention 00:09:29.003 --> 00:09:32.669 is also very limited. These tools will help the office 00:09:32.817 --> 00:09:35.423 to implement the legislation. 00:09:35.570 --> 00:09:38.776 And a question that I should've asked first. 00:09:38.943 --> 00:09:42.503 Is Slovenia a safe country in terms of cybersecurity? 00:09:42.663 --> 00:09:46.263 If there are rankings, where is Slovenia on the list? 00:09:46.430 --> 00:09:48.343 There are several rankings. 00:09:48.443 --> 00:09:53.236 In every case, we rank somewhere in the upper middle 00:09:53.403 --> 00:09:58.422 among the most developed countries considering the number 00:09:58.543 --> 00:10:02.210 of relevant authorities and our capacity. 00:10:03.103 --> 00:10:06.550 The number of incidents is constantly increasing, 00:10:06.671 --> 00:10:09.371 as evidenced by commercial reports, 00:10:09.491 --> 00:10:12.560 SICART reports and our reports. 00:10:13.179 --> 00:10:17.762 However, we should be aware that the number of incidents 00:10:17.883 --> 00:10:19.966 is not only a consequence 00:10:20.087 --> 00:10:24.913 of less or more successful detection or rather defense, 00:10:25.065 --> 00:10:29.860 but is also an indicator of a country's maturity 00:10:29.981 --> 00:10:35.872 and its ability to, despite cyber incidents all over the world, 00:10:35.993 --> 00:10:38.493 limit them relatively quickly, 00:10:38.614 --> 00:10:41.696 but mainly cause them to have minimal impact 00:10:41.817 --> 00:10:46.280 on essential services in the public sector and the economy. 00:10:46.689 --> 00:10:51.400 Any further questions? Thank you, good day. -Thank you. 00:10:52.019 --> 00:10:54.569 Now we will be joined by Minister of Health 00:10:54.690 --> 00:10:57.850 Dr. Valentina Prevolnik Rupel, who will present 00:10:57.970 --> 00:11:01.188 the bill on psychotherapy. Go ahead, Minister. 00:11:03.830 --> 00:11:05.580 Thank you. Greetings. 00:11:06.351 --> 00:11:09.290 As we know, psychotherapy is not regulated in Slovenia, 00:11:09.410 --> 00:11:12.950 which is why the Ministry of Health prepared an act 00:11:13.070 --> 00:11:15.403 that regulates psychotherapy 00:11:15.524 --> 00:11:22.099 and the psychotherapist profession within healthcare. 00:11:22.220 --> 00:11:24.420 The aim of the bill is to increase 00:11:24.541 --> 00:11:27.800 the quality and safety of psychotherapy in Slovenia 00:11:27.920 --> 00:11:30.213 in the public and private sector, 00:11:30.334 --> 00:11:33.994 and define education standards for psychotherapists. 00:11:34.115 --> 00:11:37.911 Psychotherapy is thus becoming a public health service 00:11:38.032 --> 00:11:41.660 and can be funded from compulsory health insurance, 00:11:41.780 --> 00:11:44.900 so by referral, which has not been possible so far. 00:11:45.020 --> 00:11:49.120 Those without referral, who need psychotherapy, 00:11:49.241 --> 00:11:54.957 will be able to access it through health promotion centres, 00:11:55.078 --> 00:11:57.661 mental health centres for adults 00:11:57.782 --> 00:12:02.282 and mental health centres for children and adolescents. 00:12:02.616 --> 00:12:06.859 The bill stipulates that psychotherapy may also be provided 00:12:06.979 --> 00:12:11.652 in other sectors, like the police, education, and social services, 00:12:11.772 --> 00:12:14.659 or pursued as an independent private practice. 00:12:14.780 --> 00:12:19.197 A Chamber of Psychotherapists will also be established 00:12:19.318 --> 00:12:22.960 and assigned certain public functions. 00:12:23.203 --> 00:12:25.641 We decided to establish the Chamber 00:12:25.762 --> 00:12:30.470 due to the professional complexity and fragmentation of the field, 00:12:30.591 --> 00:12:34.580 and to ensure equal representation of all stakeholders. 00:12:34.701 --> 00:12:39.100 Within the scope of its public functions, funded by the state, 00:12:39.221 --> 00:12:42.101 the Chamber will perform the following tasks: 00:12:42.221 --> 00:12:45.943 keeping a register of candidates and a register of psychotherapists, 00:12:46.063 --> 00:12:50.646 issuing, renewing and revoking psychotherapist licences, 00:12:50.827 --> 00:12:54.060 and conducting professional supervision with consultation 00:12:54.181 --> 00:12:55.910 in accordance with the law. 00:12:56.100 --> 00:12:58.150 Chamber membership will be mandatory, 00:12:58.271 --> 00:13:01.583 but only the tasks performed within the scope of public functions 00:13:01.704 --> 00:13:04.116 will be funded from the state budget. 00:13:05.123 --> 00:13:08.150 In order for a psychotherapist to obtain a licence, 00:13:08.270 --> 00:13:11.864 clear criteria of professional competence will be defined. 00:13:12.046 --> 00:13:17.222 The bill envisages two possible ways for a psychotherapist 00:13:17.343 --> 00:13:21.260 to acquire the required professional competence, 00:13:21.402 --> 00:13:26.148 academic and non-academic, both of which are considered equivalent. 00:13:26.269 --> 00:13:31.552 We are also defining the number of training hours for psychotherapists 00:13:31.673 --> 00:13:38.040 across individual subject areas that a psychotherapist must master. 00:13:38.530 --> 00:13:43.197 The bill recognises various psychotherapeutic approaches, 00:13:43.493 --> 00:13:47.989 such as family therapy, existential therapy, 00:13:48.110 --> 00:13:51.360 Gestalt therapy, integrative psychotherapy, 00:13:51.480 --> 00:13:54.930 logotherapy, person-centred therapy, 00:13:55.051 --> 00:13:59.200 psychoanalysis, group analysis, and others. 00:13:59.450 --> 00:14:03.249 These approaches will initially be defined by the law, 00:14:03.370 --> 00:14:08.100 and later by the Minister of Health per the Chamber's proposals. 00:14:08.220 --> 00:14:11.340 The approaches are constantly developing, 00:14:11.460 --> 00:14:16.796 some new ones may come along and they will need to be updated. 00:14:16.916 --> 00:14:19.290 The approaches defined by the Act 00:14:19.410 --> 00:14:23.020 are defined based on scientific criteria 00:14:23.141 --> 00:14:26.540 or rather they are evidence-based. 00:14:26.661 --> 00:14:29.670 We looked at what there is in Europe, 00:14:29.790 --> 00:14:34.890 which approaches are evidence-based, 00:14:35.010 --> 00:14:37.343 and wrote them into the Act. 00:14:37.464 --> 00:14:39.809 Following the Act's entry into force, 00:14:39.930 --> 00:14:42.513 there will be a 12 month period. 00:14:42.828 --> 00:14:46.067 Those wishing to provide psychotherapeutic treatment after 00:14:46.187 --> 00:14:50.710 this period must, within six months of the Act’s entry into force, 00:14:50.830 --> 00:14:54.700 submit a request for the recognition of professional qualifications 00:14:54.821 --> 00:14:56.810 to the Ministry of Health. 00:14:57.675 --> 00:15:01.705 The bill provides that, until the Chamber is established, 00:15:01.825 --> 00:15:05.298 registering psychotherapists and issuing licences 00:15:05.419 --> 00:15:08.586 will be done by the Ministry of Health. 00:15:08.707 --> 00:15:12.874 Licences will be issued for a period of seven years 00:15:12.995 --> 00:15:15.578 and must be renewed upon expiry. 00:15:15.879 --> 00:15:18.905 Prior to registration, all psychotherapists 00:15:19.026 --> 00:15:21.439 must pass a professional examination. 00:15:21.559 --> 00:15:25.722 Additionally, the provisions of the Healthcare Services Act 00:15:25.843 --> 00:15:27.797 will be reasonably applied, 00:15:27.918 --> 00:15:31.925 including requirements such as appropriate qualifications 00:15:32.046 --> 00:15:34.075 and knowledge of Slovenian. 00:15:34.202 --> 00:15:38.354 These conditions are not specifically included in this Act, 00:15:38.475 --> 00:15:42.700 as they are already regulated by the Healthcare Services Act. 00:15:42.896 --> 00:15:47.280 Thank you. Questions? One moment. 00:15:48.055 --> 00:15:49.655 Špela Lobe, POP TV. 00:15:49.776 --> 00:15:54.396 So, this Act is supposed to shorten waiting lists 00:15:54.517 --> 00:15:58.980 for psychotherapy for children and adults? 00:15:59.370 --> 00:16:04.160 Yes, the accessibility of psychotherapy will improve 00:16:04.364 --> 00:16:07.149 and even possible through referral. 00:16:07.269 --> 00:16:10.852 But mainly, everyone providing psychotherapy 00:16:10.973 --> 00:16:16.318 will definitely be adequately educated and trained for it 00:16:16.439 --> 00:16:19.949 and entered into the register of psychotherapists, 00:16:20.070 --> 00:16:21.737 kept by the Chamber. 00:16:21.858 --> 00:16:24.602 So far, the field has been unregulated. 00:16:24.723 --> 00:16:29.443 Psychotherapy was provided by many, but this will now be regulated, 00:16:29.564 --> 00:16:31.823 so that the user can be certain 00:16:31.943 --> 00:16:35.469 that they are receiving a good, safe service. 00:16:35.859 --> 00:16:38.851 Psychiatrists and clinical psychologists are against this. 00:16:38.971 --> 00:16:41.359 The medical director of the paediatric clinic 00:16:41.480 --> 00:16:44.313 was also critical, noting that the healthcare system 00:16:44.434 --> 00:16:48.551 is being opened to counsellors who are not healthcare professionals 00:16:48.672 --> 00:16:52.037 and not qualified to triage or diagnose mental disorders. 00:16:52.157 --> 00:16:53.780 What is your response? 00:16:53.901 --> 00:16:56.907 Everyone in the healthcare system has their role, 00:16:57.028 --> 00:16:59.900 as do psychotherapists, who will become team members. 00:17:00.020 --> 00:17:04.021 For instance, in a hospital, psychotherapists will become 00:17:04.142 --> 00:17:06.438 part of a patient's complete treatment 00:17:06.559 --> 00:17:09.360 and they will certainly have their role, 00:17:09.481 --> 00:17:13.250 like clinical psychologists, psychiatrists and other doctors. 00:17:13.370 --> 00:17:15.597 It is not about psychotherapists 00:17:15.718 --> 00:17:18.720 doing something they do not know how to do, 00:17:18.841 --> 00:17:23.480 but doing the work that they trained to do. 00:17:23.679 --> 00:17:26.195 Importantly, the Act establishes 00:17:26.315 --> 00:17:29.715 what training psychotherapists must complete 00:17:29.836 --> 00:17:32.621 to ensure the quality of their work, 00:17:32.742 --> 00:17:35.190 which has not been the case so far. 00:17:35.390 --> 00:17:37.374 To what extent did you take into account 00:17:37.495 --> 00:17:40.320 the comments of psychiatrists and clinical psychologists, 00:17:40.441 --> 00:17:43.436 given that they imagine a completely different arrangement, 00:17:43.556 --> 00:17:45.935 a dual system where healthcare professionals 00:17:46.056 --> 00:17:48.819 remain in one system and counsellors in another? 00:17:48.940 --> 00:17:53.160 Their proposal for regulating this field is entirely different. 00:17:53.733 --> 00:17:56.966 If you remember, that was the first version, 00:17:57.086 --> 00:18:00.620 where we had counsellors and psychotherapists, 00:18:00.813 --> 00:18:05.650 but we changed that according to the stakeholders' comments. 00:18:05.770 --> 00:18:07.932 We defined the profession of psychotherapist 00:18:08.053 --> 00:18:11.011 as part of the healthcare sector with a unified designation, 00:18:11.132 --> 00:18:13.360 regardless of their place of work. 00:18:13.481 --> 00:18:15.842 But as part of healthcare they must be qualified 00:18:15.963 --> 00:18:19.900 in line with the criteria and requirements prescribed by the law. 00:18:20.316 --> 00:18:22.036 Regarding the approaches 00:18:22.157 --> 00:18:25.869 defined by the European Association for Psychotherapy, 00:18:25.989 --> 00:18:28.787 psychiatrists and clinical psychologists 00:18:28.908 --> 00:18:33.125 do not really recognise all of them as supported by science. 00:18:33.246 --> 00:18:37.441 What is your comment on that? -We reviewed all of the approaches 00:18:37.562 --> 00:18:40.558 of the European Association for Psychotherapy. 00:18:40.679 --> 00:18:43.239 We have chosen and written into the Act 00:18:43.360 --> 00:18:47.014 those that are evidence-based and supported by science. 00:18:47.134 --> 00:18:51.052 But we all understand that psychotherapy is a newer science 00:18:51.173 --> 00:18:54.486 that has advanced significantly in the past decade 00:18:54.607 --> 00:18:58.251 and that these approaches are constantly developing. 00:18:58.372 --> 00:19:02.617 There will surely be new ones that are not currently in the Act, 00:19:02.738 --> 00:19:06.560 so we are considering it as an entity that will keep changing. 00:19:06.680 --> 00:19:09.212 That is why there is a provision that later, 00:19:09.333 --> 00:19:12.206 when approaches change, the Ministry will adapt 00:19:12.327 --> 00:19:15.086 and update them per the Chamber's proposals. 00:19:15.710 --> 00:19:18.710 Next question. -Domen Mezeg, Nova TV. 00:19:19.100 --> 00:19:21.606 Speaking generally about healthcare, 00:19:21.727 --> 00:19:23.807 we know that without doctors, 00:19:23.928 --> 00:19:28.288 this unsustainable situation in healthcare cannot be resolved. 00:19:28.409 --> 00:19:32.450 Many doctors are pointing out that waiting lists are getting longer 00:19:32.571 --> 00:19:34.521 and that with the new amendment, 00:19:34.642 --> 00:19:36.926 which was blocked by the National Council, 00:19:37.047 --> 00:19:41.330 waiting lists for some services will even be up to 20% longer. 00:19:41.450 --> 00:19:43.755 Alenka Forte is pointing that out 00:19:43.876 --> 00:19:46.909 and other doctors are very displeased as well. 00:19:47.030 --> 00:19:50.560 Why is the government unwilling to listen to experts? 00:19:50.681 --> 00:19:54.598 It listens to Jenull, but not the actual experts 00:19:54.719 --> 00:19:58.636 who keep warning that things will get even worse 00:19:58.757 --> 00:20:02.981 if the government keeps insisting on what it's insisting on. 00:20:03.768 --> 00:20:07.488 The Health Services Act was discussed yesterday in the National Council. 00:20:07.608 --> 00:20:09.431 A suspensive veto was voted, 00:20:09.551 --> 00:20:12.851 and now the Act will be returned to the National Assembly, 00:20:12.971 --> 00:20:18.117 to the Committee on Health, and then to the parliamentary session. 00:20:18.237 --> 00:20:23.691 The number of those waiting for the first checks unacceptably long 00:20:23.812 --> 00:20:27.414 has been lowered in a lot of services. 00:20:27.615 --> 00:20:33.566 We haven't talked about waiting times for a long time. Why not? 00:20:33.942 --> 00:20:36.398 Because the definition of waiting times is unclear, 00:20:36.518 --> 00:20:38.275 or hasn't existed until now. 00:20:38.395 --> 00:20:44.184 We have defined it as the time that elapses 00:20:44.305 --> 00:20:47.890 between the moment someone enters the queue 00:20:48.011 --> 00:20:50.042 and the moment they receive the service. 00:20:50.162 --> 00:20:54.120 This hasn't been the case before. The waiting time was measured 00:20:54.240 --> 00:20:56.796 as the time from when the referral was made 00:20:56.916 --> 00:20:59.302 to the first indicative date. 00:20:59.422 --> 00:21:03.000 However, the first indicative date has been set very loosely, 00:21:03.120 --> 00:21:07.460 often depending on the technical capacity 00:21:07.581 --> 00:21:10.320 of the IT system of the individual provider, 00:21:10.440 --> 00:21:12.114 so it was very undefined, 00:21:12.234 --> 00:21:14.856 that's why I don't want to use the term waiting time. 00:21:14.976 --> 00:21:17.190 As for predicting what will happen, 00:21:17.310 --> 00:21:22.095 given that it all depends on how doctors decide, 00:21:22.216 --> 00:21:24.406 how they see the incentives 00:21:24.526 --> 00:21:27.816 that we have included in the Health Services Act, 00:21:27.936 --> 00:21:31.553 enabling them to work more and therefore get paid more, 00:21:31.673 --> 00:21:35.828 nobody knows exactly how doctors will decide, 00:21:35.949 --> 00:21:38.098 neither us nor the Medical Chamber. 00:21:38.218 --> 00:21:42.418 Dr. Beović has also said it's difficult for her to estimate 00:21:42.538 --> 00:21:45.571 what the impact will be, so this estimate of 20% 00:21:45.691 --> 00:21:47.940 is certainly very loose. 00:21:48.200 --> 00:21:51.043 We don't know how to estimate it either. 00:21:51.163 --> 00:21:55.287 As I've already said, there will be some changes in the system, 00:21:55.407 --> 00:21:59.816 and the aim, which we will achieve with the Health Services Act, 00:21:59.936 --> 00:22:04.890 is that we will regulate the service properly and make it transparent. 00:22:05.010 --> 00:22:08.299 One more thing. -Just use the microphone. 00:22:08.419 --> 00:22:13.295 How do you understand this pessimism? How would you reassure doctors? 00:22:13.415 --> 00:22:17.507 Many doctors still point out 00:22:17.631 --> 00:22:22.886 that the patient is the key in private or in public healthcare, 00:22:23.007 --> 00:22:28.576 as long as the Health Insurance Institute covers the costs. 00:22:28.697 --> 00:22:31.172 Not that it's strictly separated. 00:22:31.292 --> 00:22:36.696 Is this amendment, in your opinion, sufficiently patient-centred? 00:22:36.817 --> 00:22:39.696 Because some doctors point out that it isn't, 00:22:39.816 --> 00:22:45.757 that it won't answer the key questions, the key problems. 00:22:46.250 --> 00:22:51.983 The amendment focuses on the patient, that's a fact. 00:22:52.902 --> 00:22:56.905 The great advantage of it is that it defines for the first time 00:22:57.025 --> 00:23:01.120 the public health network, which includes public institutions 00:23:01.240 --> 00:23:04.715 and, as you mentioned, private companies or concessionaires, 00:23:04.835 --> 00:23:07.694 which are paid by the Health Insurance Institute, 00:23:07.814 --> 00:23:10.597 from public funds. 00:23:10.839 --> 00:23:14.213 It is, of course, possible to move between the two. 00:23:14.333 --> 00:23:16.703 The fact is the amendment requires the doctor 00:23:16.823 --> 00:23:20.553 or other medical staff, the whole team, 00:23:20.674 --> 00:23:23.607 to do their work in the home institution. 00:23:23.727 --> 00:23:28.390 And once that work is done, there are options for further work. 00:23:28.510 --> 00:23:30.882 We all want to reduce queues, 00:23:31.002 --> 00:23:35.239 which is why we offer a number of opportunities to do the work later, 00:23:35.359 --> 00:23:37.924 i.e. on a subcontract basis. 00:23:38.045 --> 00:23:43.708 Work for concessionaires, for which they have to get consent, 00:23:43.829 --> 00:23:45.958 and consent is given when the work is done. 00:23:46.078 --> 00:23:49.747 To this end, we're also introducing effective measurement of the work, 00:23:49.867 --> 00:23:52.157 which I consider important. 00:23:52.278 --> 00:23:55.808 The health professionals agree that this is important. 00:23:55.928 --> 00:23:58.202 We will be measuring it for the first time, 00:23:58.322 --> 00:24:01.013 the methodology will be uniform, which is great, 00:24:01.133 --> 00:24:06.217 so that things will be comparable between different providers. 00:24:06.862 --> 00:24:10.510 Lea Majcen, STA. Speaking of which, I would be interested 00:24:10.630 --> 00:24:16.359 in your comment on the veto by the National Council yesterday. 00:24:16.480 --> 00:24:20.220 You expect that, when the National Assembly votes again, 00:24:20.340 --> 00:24:22.741 the amendment will be approved once again. 00:24:22.861 --> 00:24:28.529 If I'm not mistaken, FIDES has announced a constitutional review. 00:24:29.175 --> 00:24:33.018 As I said before, the veto was expected, 00:24:33.139 --> 00:24:37.586 so nothing unexpected happened yesterday. 00:24:38.563 --> 00:24:41.487 I think that the debate in the National Council was good 00:24:41.607 --> 00:24:44.195 and that we have explained well the reasons why 00:24:44.315 --> 00:24:46.990 we have drafted the amendment in the way that we have. 00:24:47.110 --> 00:24:51.165 I think that we have also answered well all the questions 00:24:51.285 --> 00:24:54.680 asked by the Members of National Council. 00:24:55.728 --> 00:24:59.650 In any case, I expect that the amendment will be approved 00:24:59.770 --> 00:25:03.302 when it comes back to the National Assembly. 00:25:03.422 --> 00:25:09.594 Let's return to the Psychotherapeutic Services Act. 00:25:09.715 --> 00:25:11.858 To refer to my colleague, 00:25:11.979 --> 00:25:15.336 clinical psychologists, paediatricians and psychiatrists 00:25:15.456 --> 00:25:19.501 have also warned today that, under this draft act, 00:25:19.621 --> 00:25:22.136 people with mental health problems will be treated 00:25:22.256 --> 00:25:24.390 by individuals without adequate training, 00:25:24.510 --> 00:25:27.945 or with significantly less training than is currently required 00:25:28.065 --> 00:25:30.950 for these specialists to enter the public health service. 00:25:31.070 --> 00:25:34.524 This is particularly controversial when it comes to treating children. 00:25:34.644 --> 00:25:38.113 They also pointed out the European Association for Psychotherapy 00:25:38.233 --> 00:25:39.834 has defined approaches, 00:25:39.954 --> 00:25:43.238 including those that introduce pseudoscience. 00:25:43.358 --> 00:25:48.690 How would this ensure that people receive adequate mental health care? 00:25:48.810 --> 00:25:53.062 They are probably making this point from the status quo, 00:25:53.182 --> 00:25:56.688 the status quo is completely unregulated. 00:25:56.809 --> 00:26:00.696 That's why the Psychotherapeutic Services Act is necessary, 00:26:00.816 --> 00:26:04.701 and it also defines the amount of professional training 00:26:04.821 --> 00:26:07.657 someone would have to undergo 00:26:07.778 --> 00:26:10.048 in order to qualify as a psychotherapist. 00:26:10.168 --> 00:26:14.188 The content of the professional training thus consists 00:26:14.308 --> 00:26:17.416 of theoretical content, personal experience, 00:26:17.536 --> 00:26:22.992 carrying out 650 hours of psychotherapeutic treatment, 00:26:23.113 --> 00:26:24.813 a meeting with a supervisor 00:26:24.933 --> 00:26:29.310 and training in mental health and other related areas. 00:26:29.430 --> 00:26:31.590 It also consists of a final examination 00:26:31.710 --> 00:26:34.630 and a professional examination at the Ministry of Health. 00:26:34.750 --> 00:26:38.485 All these hours, which are set, ensure that psychotherapists 00:26:38.605 --> 00:26:41.077 will have the appropriate knowledge and training 00:26:41.197 --> 00:26:44.683 to treat clients appropriately, qualitatively and safely. 00:26:44.803 --> 00:26:47.207 Now, as you know, this is not the case. 00:26:47.327 --> 00:26:49.264 We have different psychotherapists 00:26:49.384 --> 00:26:52.906 and therefore there was a need to regulate this, 00:26:53.026 --> 00:26:58.672 to actually define these contents and the training. 00:26:58.793 --> 00:27:02.144 This Act was necessary for that. 00:27:03.392 --> 00:27:06.757 Is the number of hours the same as for the specialists 00:27:06.877 --> 00:27:10.436 who want to enter the public health system have to complete? 00:27:10.556 --> 00:27:14.794 There is no difference here. -Which specialists do you mean? 00:27:14.914 --> 00:27:20.265 Those who are working in the public network now. 00:27:20.386 --> 00:27:23.796 Will the number of hours remain the same? 00:27:23.917 --> 00:27:27.400 Will those who will provide psychotherapy 00:27:27.521 --> 00:27:30.258 have the same number of hours of training 00:27:30.378 --> 00:27:32.206 or the same requirements? 00:27:32.326 --> 00:27:34.660 If we compare the specialisations, 00:27:34.780 --> 00:27:38.282 they are of different lengths in different areas, 00:27:38.402 --> 00:27:42.493 so we can't really compare them with each other. 00:27:42.614 --> 00:27:46.108 They last for a different number of years. 00:27:46.229 --> 00:27:50.002 This number of hours relates to about 4 years. 00:27:50.123 --> 00:27:53.505 Oh, in the field of psychotherapy. This is the only requirement, 00:27:53.625 --> 00:27:56.400 so I have nothing to compare it with, 00:27:56.521 --> 00:27:58.187 this is the first regulation. 00:27:58.307 --> 00:28:00.409 But I can tell you, for example, in Europe, 00:28:00.529 --> 00:28:03.372 what the requirements are for the qualification. 00:28:03.492 --> 00:28:07.000 European countries have a slightly different number of hours. 00:28:07.120 --> 00:28:11.450 We're at the upper limit, so we are among the more demanding 00:28:11.570 --> 00:28:14.722 in terms of what we require for the qualification 00:28:14.842 --> 00:28:16.946 and the knowledge of psychotherapists. 00:28:17.066 --> 00:28:21.923 What about these approaches, which also introduce pseudo-science? 00:28:22.043 --> 00:28:26.036 I've already said this, we've looked at these approaches 00:28:26.156 --> 00:28:29.577 that the European Association for Psychotherapy has 00:28:29.697 --> 00:28:35.816 and we have written down those based on evidence 00:28:35.937 --> 00:28:38.526 or scientifically proven. 00:28:39.371 --> 00:28:41.910 Clinical psychologists also point out 00:28:42.030 --> 00:28:43.901 there is no systemic funding 00:28:44.021 --> 00:28:47.467 for specialisations in clinical psychology. 00:28:47.587 --> 00:28:49.914 Will this be sorted out, and when? 00:28:50.034 --> 00:28:53.302 We are sorting it out, we have a temporary arrangement, 00:28:53.422 --> 00:28:58.093 but we are trying, as in all other areas, to sort it out. 00:28:58.214 --> 00:29:01.500 They believe the Psychotherapeutic Services Draft Act 00:29:01.620 --> 00:29:03.884 absolves the psychotherapist of responsibility 00:29:04.004 --> 00:29:06.931 for the deterioration of the mental health of the client 00:29:07.051 --> 00:29:09.099 if they don't tell their psychotherapist, 00:29:09.219 --> 00:29:11.312 while the responsibility of doctors 00:29:11.432 --> 00:29:14.554 is very clearly defined and monitored. 00:29:14.675 --> 00:29:17.222 It's the other way round. 00:29:17.343 --> 00:29:20.737 It's precisely because of this Act 00:29:20.858 --> 00:29:23.638 that professional supervision will also be introduced. 00:29:23.758 --> 00:29:26.699 The Chamber will regulate this area, 00:29:26.819 --> 00:29:30.281 and that will also make psychotherapists more accountable 00:29:30.401 --> 00:29:33.880 than they have been up to now. So that is not the case. 00:29:34.000 --> 00:29:36.202 I have another question, but I don't know ... 00:29:36.322 --> 00:29:41.472 About the Act first, and then we can talk about Zalar. 00:29:41.593 --> 00:29:44.410 Hana Pincolič, RTV. There are two different ways 00:29:44.530 --> 00:29:46.196 to become a psychotherapist. 00:29:46.316 --> 00:29:49.278 You've already mentioned professional training, 00:29:49.398 --> 00:29:53.460 but I would like a comparison between the two. 00:29:53.581 --> 00:29:55.728 What do they have to do? 00:29:55.849 --> 00:29:59.114 There aren't two different ways. 00:29:59.235 --> 00:30:02.083 The hours are the same in both ways 00:30:02.204 --> 00:30:05.119 and the skills and training are the same. 00:30:05.239 --> 00:30:08.997 It's just that in Slovenia and in other European countries, 00:30:09.117 --> 00:30:13.785 they don't have an academic education, 00:30:13.906 --> 00:30:16.305 but education is done through associations. 00:30:16.425 --> 00:30:20.744 The transition to academic education has not yet taken place in Europe, 00:30:20.864 --> 00:30:25.222 because psychotherapy is more or less a new science, 00:30:25.346 --> 00:30:29.095 which is still developing or has undergone rapid development. 00:30:29.215 --> 00:30:33.953 The training doesn't follow immediately. 00:30:34.074 --> 00:30:37.402 But whichever of the two ways is chosen, 00:30:37.523 --> 00:30:40.627 they are comparable in terms of content and in terms of hours. 00:30:40.747 --> 00:30:43.621 What's the first one and what's the second one? 00:30:43.741 --> 00:30:47.026 One is academic, one is through the associations. 00:30:47.146 --> 00:30:49.614 The content is exactly the same and the hours, 00:30:49.734 --> 00:30:54.811 so the knowledge, the qualification in the end is exactly the same. 00:30:54.931 --> 00:30:57.300 Doctors will be able to write referrals. 00:30:57.420 --> 00:31:01.128 What would you like to achieve with this decision, accessibility? 00:31:01.248 --> 00:31:05.606 Accessibility. A more accessible health system 00:31:05.727 --> 00:31:09.395 and it makes sense as well. If someone actually needs it, 00:31:09.515 --> 00:31:13.683 it makes sense for them to come into the healthcare system. 00:31:13.803 --> 00:31:16.415 Maybe just on another topic. You said this morning, 00:31:16.535 --> 00:31:19.719 before the Government meeting, you're against the reappointment 00:31:19.839 --> 00:31:23.017 of Bojan Zalar as director of the psychiatric clinic. 00:31:23.137 --> 00:31:24.738 Why this decision? 00:31:24.858 --> 00:31:29.497 If Zalar doesn't get the Government's consent, what then? 00:31:29.617 --> 00:31:32.806 Will there be a re-tender and when might that be? 00:31:32.926 --> 00:31:38.891 That's right, we don't support the appointment. 00:31:39.012 --> 00:31:43.656 That will be the proposal to the Government. Why not? 00:31:43.777 --> 00:31:48.752 You know there has been a systemic control at the psychiatric clinic. 00:31:48.872 --> 00:31:55.458 Certain irregularities were found. The Ministry issued a decision. 00:31:55.579 --> 00:31:59.677 These irregularities, according to the Ministry's analysis, 00:31:59.797 --> 00:32:02.201 haven't been fully corrected. 00:32:02.321 --> 00:32:06.895 I'm very sorry that these irregularities occurred at all. 00:32:07.015 --> 00:32:10.968 I would therefore like the management to take a stand 00:32:11.088 --> 00:32:13.844 and to rectify this. 00:32:14.946 --> 00:32:20.112 You asked me one more thing. -What if he doesn't get the consent? 00:32:20.232 --> 00:32:24.134 In which case the tender will be repeated. 00:32:25.711 --> 00:32:28.705 Veronika Rupnik, Dnevnik. I have a question 00:32:28.825 --> 00:32:33.006 related to another appointment at today's Government meeting, 00:32:33.126 --> 00:32:36.610 so it's not so much a question for the Minister, but maybe for you. 00:32:36.730 --> 00:32:39.188 The Minister in charge is not here. 00:32:39.308 --> 00:32:44.081 There was an item 00:32:44.202 --> 00:32:47.598 on the consent to the appointment of Mr. Papež for a second term 00:32:47.718 --> 00:32:51.042 as the head of the Pension and Disability Insurance Institute. 00:32:51.162 --> 00:32:57.259 Why has the Government not yet taken any decision on this, 00:32:57.380 --> 00:32:59.422 but the matter is being postponed 00:32:59.542 --> 00:33:03.315 until tomorrow's correspondence meeting? -Thank you. 00:33:03.435 --> 00:33:06.719 Minister Mesec has introduced this point, 00:33:06.839 --> 00:33:10.194 and the Government has suspended consideration 00:33:10.314 --> 00:33:13.856 of the proposal for consent to the appointment. 00:33:13.976 --> 00:33:18.685 The decision will be taken at tomorrow's correspondence meeting. 00:33:18.805 --> 00:33:22.287 More on this is a matter for debate, which is not public. 00:33:22.407 --> 00:33:28.597 Špela. -How come the Psychotherapeutic Services Act 00:33:28.718 --> 00:33:31.194 has come in for such severe criticism 00:33:31.314 --> 00:33:34.155 from the most competent experts in the field? 00:33:34.275 --> 00:33:36.810 Why did you not simply consult them? 00:33:36.930 --> 00:33:42.698 Why are they now opposing it? 00:33:42.819 --> 00:33:46.527 Because they really don't agree with anything in this Act. 00:33:46.647 --> 00:33:51.304 In a way, that's quite understandable. 00:33:51.425 --> 00:33:55.701 The area has been unregulated for a very long time, 00:33:55.822 --> 00:34:00.773 and the services have developed in their own natural way, 00:34:00.894 --> 00:34:03.193 which are not the best for the client. 00:34:03.313 --> 00:34:08.249 Our concern is the client. We're now setting rules. 00:34:08.370 --> 00:34:13.002 In this disorder we're setting rules for educational institutions 00:34:13.122 --> 00:34:15.138 and for psychotherapists. 00:34:15.258 --> 00:34:19.605 Because the services have been developed without any control, 00:34:19.725 --> 00:34:22.589 because they are not regulated on the market, 00:34:22.709 --> 00:34:26.052 many people don't meet these conditions. 00:34:26.173 --> 00:34:29.484 Yes, there is opposition from all sides. 00:34:29.605 --> 00:34:33.062 We've talked to everybody.
