The Government Centre for Informatics RS (GCI) was established in January
1993 with adoption of the Government of the Republic of Slovenia Act
(Official Gazette of the Republic of Slovenia, No. 4/93) as a government service,
directly responsible to the Government of the Republic of Slovenia and in charge
of the informatisation of state organs.
The mission of the Government Centre for Informatics is planning, the
introduction and assurance of the operation of the system of e-commerce
in Public Administration, which is based on a unified data communication
infrastructure, on unified information sub-systems for common functions
of administration, and on open and interconnected information systems inside
the administration with enterprises, citizens, institutions at home and
abroad. The implementation of this mission and vision is in accordance
with:

legislative basis and current governmental orientations,
-
operations at technical, administrative, professional level (methodological
approach),
-
conceived long-term strategies,
-
modern technological trends.
The above mentioned is based on the Strategy of E-commerce in Public Administration for the Period from 2001 until 2004 (PDF, 575 KB), on unified methodologies and standards,
on assuring a unified information telecommunications infrastructure, on e-project
common functions of public administration, and on renovated, unified, and verified
e-commerce projects of individual organs in public administration.
In carrying out our tasks, we co-operate with state organs, international,
domestic and foreign governmental and non-governmental organisations and
specialised institutions from the field of information telecommunications
technology.
By order of the Government of the Republic of Slovenia (Official Gazette
of the Republic of Slovenia, No. 12/01), the Government Centre of Informatics
is competent and responsible for the implementation of the following tasks:
- the preparation and monitoring of the implementation of the Strategy of
Electronic Commerce of the Public Administration of the Republic of Slovenia;
- the formation of strategic plans of common functions for the administration
(information support for office operations, legislative procedure, the monitoring
of the activity of the Government and Ministries, the cadre system, decision-making
system, public relations, etc.), the introduction of common information infrastructure
and the renovation of operations, and the informatisation of individual organs;
- the monitoring, formation, guardianship, introduction, and consulting in
the fields of methodological foundations of planning and the development of
information systems, and management, monitoring and quality of information
projects, and also in the fields of standards of information-telecommunications
technology as well;
- the preparation, formation, and realisation of a common harmonised yearly
plan of informatisation (the purchase of information equipment and services);
- the organisation and/or implementation of common purchasing, distribution,
and maintenance of common information equipment, and the uniformity and support
for users of local information equipment of organs as well;
- the issuing of opinions prior to the purchasing of information equipment
and services of individual organs in accordance with regulations, which regulate
the preparation and adoption of unified technological claims, guidelines,
and recommendations for information systems in state organs;
- planning, development, introduction, and consulting in the fields of applicative
equipment for common functions and, in agreement, for specials functions of
organs, and in the fields of technological connection of common administrative
registers and applicative equipment and in individual administrative information
systems respectively as well;
- ensuring the development and operation of the central server infrastructure
and of the common telecommunication network and telecommunication services;
ensuring the development and operation of the certificate agency;
- the formation of the policy, the establishment, monitoring and supervision
of the system of protection and security;
- professional consulting and training in the fields of planning and the
development of information systems, project management, monitoring and ensuring
quality, and the use of information solutions and standard tools;
- the promotion of informatics in the Administration and outside it, and
co-operation with domestic and foreign institutions from this field on common
projects and other tasks.
